The Work You Will Do:
The Senior Info Tech Business Consultant-SES is a member of the Reemployment Assistance Application Development team of the Division of Information Technology. This position serves in a supervisory position for application development team members with a focus on computer programming, business analysis and software testing solutions. This position supports software development and ongoing operations for various application projects from conception, initiation, requirements, design, development and testing, deployment, and support.

Pay:
- $60,000 – $77,000 Annually
Your Specific Responsibilities:
“Supervisory employees” are those who spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors.
- Application Development Maintenance Management
- Guide and support software development efforts and the troubleshooting of system incidents.
- Evolve and implement defined software development lifecycle and software development methodology practices.
- Remain up-to-date on current technologies, industry trends, methodologies and best practices.
- Foster and develop appropriate business relationship management for supported programs.
- Report team progress through appropriate status reporting protocols and mechanisms.
- Perform quality assurance of assigned team member work products.
- Promote, deliver and assist in the development of strategic plans at all levels.
- Project manage efforts as assigned using defined project management methodologies.
- Analyze and balance multiple competing objectives, scopes, issues and organizational changes.
- Works to mitigate security risks and issues as defined in Information Security policies.
- Create or maintain Testers’ process flow, onboarding document, and review test cases.
- Responsible to mature testers’ Community of Practice (CoP)
- Responsible for communicating project status, risks, and delay of the project delivery.
Required Knowledge, Skills, and Abilities:
- Working experience with software development teams comprised of multiple computer programmers for one application.
- Ability to lead and work with cross-functional, matrix team structures.
- Knowledge of, and ability to explain various software development lifecycle, and software development methodologies, i.e. waterfall, agile, lean, Scrum, SAFe®.
- Knowledge of, and ability to explain business software’s role and objectives.
- Ability to explain service oriented architectures and the benefits of those.
- Knowledge of practices and ability to build teams and foster business relationships.
- Knowledge of project management disciplines and concepts.
- Knowledge of supervisory, personnel management duties and responsibilities.
- Ability to display methodical problem solving and decision-making practices.
- Knowledge of, and ability to explain various IT Service Management policies, processes and procedures.
- Ability to lead and work with cross-functional, matrix team structures.
- Knowledge of TFS 2015 or higher or ADO with Test Manager
- Knowledge of UFT or other testing tools.
- Advanced knowledge in MS Office Suite, including Word, Excel, PowerPoint, and Visio.
- Knowledge of Scrum
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state and national law enforcement records.
Minimum –
The selected candidate may be required to work weekends or after regular work hours.
Preferred:
- 3 or more years of agile/scrum experience
- Knowledge of the Reemployment Assistance Program
- 3 or more years of team leadership experience
