Position Description: Regional Credit Officers (RCO) are regional and Association-wide champions and guardians of the Horizon credit culture. In cooperation with the Regional Vice President of Ag Lending, they are primarily responsible for assisting lending staff in the development and approval of large loan packages. Regionally, RCO’s monitor and influence credit quality and credit administration. They are also a knowledge resource to develop the credit skills of the staff in their region. This position will serve the Susquehanna Region.



Areas of Responsibility:
Credit Leadership:
  • Approves loans within delegated authority.
  • Proactively and efficiently serves internal and external customers, with a blended perspective on protecting Association credit quality and growing the Association through delivering constructive credit solutions to our customers.
  • Assists staff in structure and development of large/complex loan relationships, including pricing/fees, collateral, conditions, and controls.
  • Mentors Lenders and other field staff on sound credit principles.
  • Supports the Chief Credit Officer in Credit Committee, and other credit leadership settings.
  • Collaborates with regional management on development of field staff credit skills.
  • Provides feedback to Underwriting management on loan package development and underwriting.
  • In cooperation with the Portfolio Servicing team, ensures loan servicing plans are appropriate, timely, and effective in minimizing risk and managing future credit expectations.
Credit Administration:
  • Demonstrates differential credit administration and practices constructive credit principles to achieve Association credit quality objectives.
  • Assists with credit training, as well as development of credit procedures and credit guidance.
  • Monitors credit quality and credit administration of assigned territory, including delinquency monitoring/handling.
  • Effectively responds to internal credit review findings, including developing solutions to support regional credit administration improvement.
Business Growth:
  • Attends customer meetings, as needed.
  • Collaborates with lending staff on quality regional business growth.
  • Provides technical expertise to support association customer education, business management services, and other initiatives.
  • Proactively improves approval turnaround times while maintaining accuracy and meeting work quantity expectations.
  • Communicates effectively within the team to ensure customer expectations are met throughout the loan process.
Personal Development:
  • Proactively seeks out opportunities to learn and grow credit skills.
  • Maintains a strong understanding of all Horizon products and services.
  • Considered a trusted advisor across the Association.
  • Builds strong relationships across departments.


REQUIREMENTS
  • Bachelor’s Degree in Business Administration, Accounting, or related field.
  • Generally, a minimum of 5 years of related Credit experience preferred.
  • Strong analysis, judgment and communication (oral and written) skills.
  • Ability to be assertive and decisive in arriving at sound business decisions which serve the best interest of the borrowers and the members.
  • A thorough knowledge of agricultural lending and related financial products and services is preferred.
  • Ability to trend financial statements from various sources and accurately analyze and underwrite loans of any size or complexity.
  • Ability to work independently and maintain confidentiality.
  • Knowledge of overall Association operations, policies and procedures preferred.
