Position Summary: Responsible for day-to-day management of all recruitment and enrollment services CCA provides both in jail and community-based settings, including supervision of program staff and coordination with collaborating referral agencies and other CCA programs. Ensures the achievement of program goals and objectives consistent with agency mission and contracts. Oversees direction of assigned projects, policy and procedures development, coordination of staff training, reporting to funders and grant management. Contributes to development of continued funding applications, budgets, and funder reporting. Ensures successful coordination and participant flow between with CCA’s Reintegration Services programs, legal services, recovery services, and housing service.
Direct Supervisor: Director, Reintegration Services
Duties and Responsibilities:
- Directs and evaluates all Reintegration Services participant recruitment, referral, eligibility determination, intake, and enrollment processes.
- Responsible for development and maintenance of referral partner relationships.
- Oversight of walk-in screening of potential participants and delivery of resource and referral information.
- Ensures participant recruitment, eligibility, and enrollment goals are met, coordinating with other stakeholders as appropriate. Ensures that all goals and objectives associated with assigned projects and relevant agency key performance indicators are achieved.
- Provide supervision to the Recruitment Coordinator to ensure referral management and recruitment processes are efficient, effective, consistent, and in accordance with policies and procedures.
- Conducts enrollment conferences to ensure participant goals are in alignment with program goals before services are provided.
- Oversee and approve the administration of work readiness assessment, substance use disorder assessments, and the administration of NYCOMPAS risk assessment, as appropriate.
- Ensures staff utilize Motivational Interviewing principles to create an empowering and collaborative experience for participants resulting in increased engagement in the program onboarding process.
- Maintains up-to-date knowledge of local, state, and federal guidelines and policies, as well as jail partner policies, to drive program direction.
- Hires, supervises, develops, and manages staff to ensure that the department has a productive and qualified team.
- Facilitates effective program and staff collaboration with all Reintegration Services programs and CCA departments, including Reintegration Services programs, Reentry Clinic, CUSE Center, Freedom Commons and others to assure participant engagement.
- With the Director of Reintegration Services and other Project Directors, serves as liaison with funders, OCM BOCES, OCCF, treatment providers and other programs as appropriate.
- Assists with the development of funding applications and development and monitoring of budgets.
- Assists in the development of policy and procedure manuals, revising as necessary.
- Prepares regular reports for funders, internal stakeholders and others as needed.
- Monitors the implementation of relevant program data collection and maintenance of client, program, and database records (including GPRA and COMPAS); conducts regular file audits and case conferences to ensure program quality control.
- Provides innovative program development and operational ideas and solutions for current and future contracts/grants.
- Participates in in-service and outside training, some of which involve overnight travel.
- Represents agency and programs to the public as requested. Performs other duties as assigned by supervisor.
Qualifications:

- Degree in public administration, health, social work or criminal justice preferred
- Bi-lingual (English/Spanish a plus)
- CASAC a plus
- Excellent management, supervisory, communication, writing and computer skills, required
- Valid NYS Driver’s License, access to registered and insured vehicle, required
- Occasional travel to out of town/state conferences and meetings, required
- Ability to gain clearance to Onondaga County Correctional Facility, required.
