Job description
This position serves as the primary clinical liaison with internal and external stakeholders and the construction management team, architects/engineers, and contractors from project initiation throughout construction to occupancy and through the warranty periods. This position is critical to ensuring on-time project completion and that the completed hospitals have all necessary systems in place for safe and effective treatment of their fellow Texans.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Acts as liaison representing the state hospitals with internal and external stakeholders, external regulatory/review entities, and other HHSC divisions. Identifies and coordinates resources to ensure project consistency with agency vision, state hospital mission, and regulatory requirements. Oversees implementation of State Hospital Pre-Planning activities related to new construction, including overseeing pre-planning contract performance; participating in pre-planning workgroups or steering committees; and providing technical assistance, research, planning, policy, and clinical program detail reviews. Oversees the collection, organization, analysis, and preparation of materials in response to requests for clinical usage information and reports to be coordinated with state hospital project liaisons in Facility Support Services.
Manages input activities of state hospital pre-planning and planning projects related to state hospital significant repair or new construction efforts. Conducts handoff to project management team upon contract execution and monitors and evaluates individual project progress. Oversees compliance to ensure clinical needs are met and appropriate specifications developed including state hospital and facility requirements, governing statutes and rules. Oversees the evaluation of studies and analyses conducted through pre-planning and planning activities to identify potential conflicts, problems, or challenges with state hospital operations, and oversees the preparation of reports with findings and recommendations for remediation.
Consults with the state hospital to plan occupancy and logistics of hospital operation start-up. Determines and resolves operational problems. Prepares administrative reports and studies and performs specialized research related to project activities.
Oversees the completion of required administrative and performance reports, studies, per contract specifications, recommends appropriate changes, and works with the Associate Commissioner for State Hospitals, Facility Support Services, and contractors to implement necessary changes. Develops and contributes to the preparation of accurate, quality, and timely documents and work products (e.g., reports, information/action memoranda, procurement and contract documents, summaries, etc.) for senior and executive HHS leadership, legislative offices, and other project partners.

Knowledge of local, state and federal laws related to State Hospitals
Knowledge of state hospital operations and services

Clinical Certification Preferred
Required
Bachelor's degree from an accredited college or university in a field related hospital administration. Experience may be substituted on a year-for-year basis in a leadership role with a clinical degree.
Preferred
Experience working with/in healthcare facilities, further preference will be given to those working in a psychiatric/mental health treatment environment.
Professional experience working with diverse stakeholder groups on a singular project or program
Salary Note: The salary offered will follow HHS HR Policy starting salary guidelines which are typically made at or near the minimum of the salary range for external applicants.
Travel and Location Note: This position is statewide and requires up to 75% travel. This position has an opportunity to telework. The selected candidate will choose a designated headquarters at one of the state hospitals (Austin, Big Spring, El Paso, Kerrville, Harlingen, Rusk, San Antonio, Terrell, Vernon, Waco or Wichita Falls). The candidate will attend new employee orientation and manage administrative functions through their designated headquarters. There is no guarantee of permanent telework, employees must meet telework eligibility requirements in accordance with agency policy, and any telework options are subject to change. A telework employee will not be reimbursed for travel from the employee's residence to their designated headquarters.
Work Hours Note: Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
