Under direction of the Planner Supervisor, performs as principal liaison for agency in assigned program area (e.g., responsible for planning, coordinating, monitoring & administration of assigned highway safety projects for targeted populations, geographic areas, designated areas of interest &/or statewide service); Performs field reviews & acts as field contact to designated agencies, political subdivision & contractors; monitors project activity & fiscal performance; Reviews & assists in the processing of claims for reimbursement of approved project expenditures; Assists in development of annual Traffic Safety Action Plan, Federal Highway Safety Plan & other reports as needed; Reviews plans & documents prepared by others & prepares federal grant applications &/or agreements; Reviews & recommends program changes to grant applications; Recommends approval or disapproval of specific projects &/or grant applications; Reviews & recommends approval or disapproval of proposed sub-agreements submitted by participating agencies; Negotiates & prepares agreements; Assists in development & implementation of project evaluations & makes recommendations on continuation of projects based on review of evaluation results; Participate in local traffic safety events sponsored in part or entirely with federal/state funds, including the onsite monitoring of special events, enforcement-related events & other program activities that may include the riding in grantee/business associates vehicles.


Maintains thorough knowledge of federal, state & local safety activity in order to suggest & plan new programs; Informs grantees & other constitutions of new federal & state guidelines; Prepares & delivers speeches &/or presentations; Attends meetings, conferences & special events; Answers public inquiries; Prepares & processes correspondence & special reports; Performs technical review on plans submitted by other agencies & evaluates ongoing activity; Determines funding priorities & limitations among various projects aimed at reducing traffic crashes.


Assists OTSO staff with design, data collection & implementation of research studies & incentive grants regarding all aspects of assigned grants & special interest groups, internal customers & other OTSO projects; Writes reports of findings & conclusions &/or recommendations; Maintains knowledge of current topics relating to assigned grants, special interest groups & other traffic safety issues via technical & industry journals, magazines & various publications; Other duties as assigned by the Planner Supervisor &/or Administrator.

Qualifications


Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration); 9 mos. trg. or 9 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies; 1 course or 3 mos. exp. in public relations; 1 course or 3 mos. exp. in budgeting; 1 course or 3 mos. exp. in technical writing or business communication.

  • Or 6 mos. exp. as Planner 2, 85312, in assigned program area.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Note: Assigned program area is completion of an undergraduate core program or 24 months experience in Business or Public Administration.


Major Worker Characteristics


Knowledge of: Budgeting; Public Relations; Agency Policies & Procedures (ODPS & OSHP)*; Government Structure & Process (Federal Funding).


Skill: Word Processing (Microsoft Office Applications); Equipment Operations (General Office Equipment).
