Summary:

This position is responsible for providing labor relations support for the Staten Island Rapid Transit Operating Authority (SIRTOA).


Responsibilities


  • Manage SIRTOA’s grievances and discipline program, including advising management in the drafting of disciplinary charges

  • Represent SIRTOA management as advocate at Step II discipline and grievance hearings

  • Assist in the preparation of arbitrations and other administrative hearings

  • Provide assistance to SIRTOA regarding the administration and interpretation of labor agreements and labor policies

  • Advise and counsel management on labor relations issues, contract interpretation and implementation issues, and employee availability issues

  • Participate in labor negotiations for SIRTOA Unions and collaborate with management in formulation of bargaining proposals; analyze union proposals

  • Coordinate/assist in the implementation of SIRTOA collective bargaining agreements

  • Performs contract integrations.

Education and Experience

  • A Baccalaureate degree from an accredited college or university in Law, Labor Relations, Public Administration, or an appropriate discipline, and six (6) years of experience with at least three (3) years of which must have been at a managerial/supervisory level; OR
  • A satisfactory equivalent of education and experience.

  • Must have strong interpersonal and communication skills and ability to interact with managers, union representatives and employees at all levels in the organization

  • Must be proficient in conflict resolution strategies

  • Must have strong writing skills

  • Must have ability to handle confidential matters and information

  • Knowledge of NYCT/SIR labor contracts, NYCT/SIR Rules and Regulations governing all employees and Labor Law preferred

  • Working knowledge of PC applications, including Microsoft Office Suite and PeopleSoft
