  • Plans, organizes, and/or directs cyber, IT, or information/knowledge management (IM) activities which comply with legal, regulatory, and Air Force/Department of Defense (AF/DoD)directed requirements and meet mission and customer needs.
  • Designs, develops, and manages systems that meet current and future business requirements and apply and extend, enhance, or optimize the existing architecture.
  • Establishes plans of action for improving the efficiency and effectiveness of IT applications.
  • Evaluates existing systems and capabilities then determines solutions using IT to enhance mission performance.
  • Evaluates the impact emerging technology will have on mission needs and business practices. Ensures integration of cyber, IT, or IM programs and services and develops solutions to integration/interoperability issues.
  • Leads innovation and process improvement within the work center.
  • Briefs management officials on IT systems, requirements, and the procedures required to obtain and organize enhancements.
  • Uses system and program specifications to establish milestones.
  • Establishes methods to integrate new technology into existing architecture, identifies conflicting system problems and their solutions.

  • This position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time.
  • Amount of telework time and telework schedule will be at the discretion of the Selecting Official and implemented after entrance on duty.
  • Incumbent must obtain and maintain an appropriate security clearance.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a designated Drug Testing Position, subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
  • This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.

  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, C4 the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C4.2.3.2 or C4.2.3.3.
  • Failure to receive the proper IA certification may result in removal from this position. Position requires Cyber Security Certification of IAT Level II (eg. Security+).
  • Required to attend annual ethics and procurement integrity training.
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • The selectee must meet, or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Work may occasionally require travel away from the normal duty station.
  • Subject to Temporary Duty Assignment (TDY): Approximately 14 days per year.
  • This position may require work to be performed during hours outside the normal duty schedule.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences is IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving And have one year specialized experience equivalent to the NH-02/GS-11 or above level which includes principles, methods and tools in telecommunications, cable plant, video teleconferencing, voice-over-IP telephony communications, land mobile radio systems, asset management, and information technology contracted functions that support the organizations of the base and tenant organizations.

Specific position skills and experience desired
5 years Infrastructure planning experience desired Building Industry Consulting Services International (BICSI) training desired, BICSI certification preferred.
Electronic Industries Alliance/Telecommunications Industry Association (EIA/TIA) training desired, EIA/TIA certification preferred.
Minimum 5 years of telephone experience desired.
5 years of leadership experience desired.
2 years managing government contracts desired, 2 years as a contracting officer's representative on government contracts preferred

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring, and inspecting costs, work, and contractor performance. Ability to lead and manage information systems planning, development, implementation, operation, and maintenance.
2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance.
3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. Ability to research and analyze external products to determine their potential for meeting mission requirements and business needs.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
