The Department of Housing is seeking well-qualified candidates for the position of Housing Program Manager.
Design, plan, direct, coordinate, implement and evaluate comprehensive County-wide housing programs which may include a variety of programs including County and State funded programs for housing development catalyzing infill development of housing, especially affordable, supportive, and workforce housing; recommend, develop, implement and evaluate goals, objectives, policies and procedures related to programs; carefully manage County financial resources; provide leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provide highly complex staff support to senior management.
DISTINGUISHING CHARACTERISTICS
Positions in this classification have full line and functional management responsibility for a multi-disciplinary Housing program area that has County-wide impact. This level is responsible for developing and implementing program goals, objectives, policies and priorities, and for the stewardship of County financial resources. This position is typically responsible for developing and implementing integrated major County-wide housing and community service program activities whose goals, objectives and policies have considerable impact, and is also responsible for multiple outside contracts. It is distinguished from subordinate positions by its responsibility for programs and projects with County wide impact, by its significant liaison with and responsibility to external partners, stakeholders, and regulatory agencies in addition to clients and internal stakeholders, and by second level supervisory requirements.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the assigned senior level manager. Exercise direct and indirect supervision over supervisorial, professional, technical and clerical staff, including consultants, and contract service providers.
Examples Of Duties
Duties may include, but are not limited to, the following:
- Design, plan, direct, coordinate, implement and evaluate the effectiveness of comprehensive County-wide housing development and services programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
- Steward County resources such as Measure K proceeds, General Fund, CARES Act, and ARPA dollars allocated for affordable housing programs to ensure efficient utilization, proper usage, and timely outcome reporting.
- Lead efforts to obtain additional State and local funds to support County affordable housing programs and leverage County housing resources.
- Direct, coordinate, and participate in the development and implementation of project and program goals, objectives, policies, procedures and priorities that balance both mandated services and community needs.
- Act as liaison between senior level management, advisory boards and commissions, regulatory bodies, outside public agencies, stakeholders, and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
- Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies.
- Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community needs and assist in the implementation of solutions as necessary.
- Negotiate contracts with external partners, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
- Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of all applicable standards, codes and regulations; secure community support for housing initiatives through education and outreach.
- Prepare, administer and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions.
- Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.
- Prepare detailed written reports, policies, procedures and contracts.
- Select, supervise, train and evaluate supervisorial, professional, technical and clerical subordinates.
- Enhance existing housing development programs; improve real and perceived program performance; increase efficiencies through process engineering; develop long-term economic sustainability of services, taking into account probable reduction of federal support.
- Initiate creation of new housing: Develop partnerships and build coalitions with jurisdictions, builders, developers, nonprofit organizations, funders and others; identify and establish on-going public and private funding sources; and link housing and transportation by supporting high density, transit-oriented housing.
- Perform related duties as assigned.
Qualifications
Knowledge of:
- Principles and practices of public administration, and program and project management, including planning, implementation and evaluation.
- Principles of personnel training, supervision and evaluation.
- Principles and methods of affordable housing development, and housing subsidy programs for construction, rehabilitation, or purchase including current trends in planning, entitlement, community acceptance, financing, or related issues.
- Laws, codes and regulations governing social and community service programs, and knowledge of County, state and federal legislative developments applicable to contemporary program or service issues.
- Organizational and fiscal management within a multi-faceted, community-based program setting.
- Community resources and public/private partnerships, services, and funding sources.
- Inter-relationship of housing with available or planned public service systems including transportation, healthcare, childcare, and education.
Skill/Ability to:
- Identify and analyze complex socioeconomic issues and problems.
- Plan, direct, coordinate, implement and evaluate programs and services on a comprehensive, County-wide level to meet community needs.
- Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
- Apply principles and techniques of community organization.
- Speak effectively to diverse audiences, including client, professional, civic and citizen groups.
- Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
- Prepare complex and detailed written reports, program policies, procedures and contracts.
- Prepare and review complex development budgets for affordable housing projects, including projects leveraging Low Income Housing Tax Credits.
- Train staff and coordinate activities of contractors, volunteer groups and staff.
- Plan, schedule and manage large scale projects.
- Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or agreement of a plan, activity, and/or program idea.
- Negotiate agreements between individuals and groups of individuals with varying points of view.
- Supervise, evaluate and train assigned personnel.
- Refine, articulate and garner support for a countywide housing strategy.
- Develop innovative, creative and practical solutions to long-term housing needs and champion housing development efforts consistent with countywide housing strategy.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
A typical way to qualify is:
Three years of increasingly responsible experience in any of the areas of housing, transportation, land use, or community economic development, including significant responsibility for funding, budget development, program utilization and/or evaluation, or coordination of community resources.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
