ELRC ELIGIBILITY/R&R SPECIALIST EARLY LEARNING RESOURCE CENTER (ELRC)
Statement of General Purpose
The ELRC Eligibility/R&R Specialist for the Early Learning Resource Center (ELRC) is responsible for all activities related to the determination and redetermination of eligibility of applicants and clients for subsidized childcare services;
enhanced resource and referral services:
ensuring compliance with funding source requirements through use of an automated client management and reporting system;
and maintaining all files, records, and documentation.
The ELRC Eligibility/R&R Specialist is cross trained in providing services in all areas that include TANF, Former TANF and SNAP.
Examples of Essential Functions and Responsibilities
- Interviews and reviews information received from applicants and clients for subsidized childcare services; assists applicants and clients in completing application process as needed; obtains all required documentation, including payroll, employment, and training verifications.
- Analyzes applications for compliance with PA Department of Public Welfare eligibility requirements; calculates family income; determines eligibility of applicants; re-determines eligibility of clients; notifies applicants and clients of results.
- Assists families with additional services such as WIC, CHIP, quality child care such as Stars, Early Intervention, Home Visiting, Early Childhood Mental Health, Earned Income Tax Credit Registration, Voter's Registration, language assistance, etc.
- Maintains “waiting list” of applicants for childcare services if funding is not available for enrollment, categorizing applicants and revising categories based on status changes.
- Maintains complete, accurate, and accessible automated and manual files, records, and database as required by DPW and CPA policies and procedures; includes client files, case notes and records, forms and documents, Service Authorizations, Adverse Action Notices, Application Summaries, applications, determinations and redeterminations, related correspondence, resource and referral information, etc.
- Responds to telephone, email and in-person inquiries from parents, clients and potential clients regarding childcare options in accordance with government and funding source eligibility requirements within one day.
- May provide information and make referrals and suggestions to families, childcare service providers, caregivers, and others on day care availability options, funding availability, eligibility criteria, status changes, attendance requirements, etc.
- Informs clients of changes in their eligibility for services and benefits, explains official notices, adverse actions taken, and other program policies and procedures.
- Ensures complete, accurate and accessible documentation, files, records and database as required by funding source and program requirements utilizing automated and manual systems.
- Participates with service providers in tracking, monitoring, and controlling individual family usage of childcare subsidies and services such as enrollments, authorizations, fee determinations, re-determinations, transfers, and terminations; resolves family fee delinquency issues; monitors sole source contract enrollments.
- Provides routine, exception, analysis, and other reports, plans, and proposals to management.
- Attends customer service training and provides professional and outstanding customer services at all times.
- Ensures performance measures are met timely, accurately and efficiently as they relate to client eligibility under DHS guidelines and contractual obligations.
- Attends cross training in all areas of ELRC and early childhood education.
- Develops knowledge, awareness, and working relationships with County Assistance Offices, government agencies, childcare services providers, social and human services programs, and other resources.
- Performs related work as required. Core Competencies
- Knowledge of the methods, principles, and practices of the fields of early childhood education, early learning, social work and education.
- Knowledge of community organizations and collaborative interagency relationships.
- Ability to provide guidance and direction to clients, applicants, and service providers.
- Ability to provide management with timely and accurate reports and recommendations.
- Ability to interpret and apply regulatory policies, procedures and guidelines as established by DHS and the ELRC contract.
- Ability to multitask and work under strict timelines.
- Ability to maintain a large active client caseload and ensure timely and efficient processing.
- Ability to provide professional and outstanding customer services at all times.
- Ability to communicate effectively and work productively with employees, government agencies, service providers, program participants, parents, families, children, and other human services organizations in a positive, pleasant, professional, and productive manner in writing, by telephone, and in personal contacts.
- Working knowledge of networked computers and networked systems and their use and applications for data base management, tracking and reporting, etc. in a human services or similar environment.
Minimum Requirements
- High School Diploma or GED and
- Two years’ experience in office environment, early learning, child care, or government, industry or human services.
Other Requirements
- This job includes the normal physical demands associated with office work and requires travel within the Philadelphia County area and Harrisburg when needed.
- Must be able to work at the Main ELRC office, its satellites or outreach locations. Must be available for occasional evening and weekend work.
- This position is non-exempt from the overtime provisions the Fair Labor Standards Act
