POSITION DUTIES
- Identifying, designing and conducting technical assistance activities, including resources development, on evidence-based practices, models and approaches;
- Designing and coordinating the implementation and evaluation of resources supporting access to and participation in natural and least restrictive environments;
- Developing and coordinating professional development on data analysis for local birth through five program improvement planning;
- Providing professional development and technical assistance to LITPs and LEAs on the implementation of the Child Outcomes Summary (COS) process and the Comprehensive Assessment System;
- Collaborating with the Division of Early Childhood Development on professional development targeting improved school readiness performance results for children with disabilities;
- Developing technical assistance bulletins, Q & A documents, and other program implementation guidance identified through consultation with the Branch and Section Chief.
- Monitoring the programmatic components of assigned grants for which the Early Education Section, Programmatic Support and Technical Assistance Branch, has sole or shared responsibility;
- Evaluating the effect of grant activities on the implementing and sustaining a statewide seamless birth through five comprehensive system of coordinated services for children and families.
- Reviewing, monitoring, and providing technical assistance to local Infants and Toddlers Program administrators in the development of training plans, outlines, and agendas for the awarding of Suitable Qualification contact hours and issuance of MITP training verification forms;
- Monitoring and maintaining documentation that personnel providing early intervention services meet appropriate personnel standards requirements through the review and verification of Suitable Qualifications Application Forms and training documents submitted by local Infants and Toddlers Programs.
MINIMUM QUALIFICATIONS
- Candidates may substitute two additional years of experience directly related to the position option for the required education.
- Candidates may substitute the possession of a Doctorate degree at an accredited college or university in a field related to the position for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- Knowledge of local Infants and Toddlers Programs (LITPs)
- Knowledge of IDEA, Part B Section 619 and Part C regulations and requirements
- Knowledge of trends, regulations, policies, and issues governing early intervention and special education programs
- Skill collecting, analyzing, and interpreting data for program improvement
- Skill in maintaining effective working relationships
- Skill developing written programmatic resources and policy guidance
- ability to manage multiple tasks
- Ability to establish and maintain harmonious working relationships
- Ability to communicate clearly & effectively both orally & in writing, through the presentation of concise yet comprehensive training, analyses & reports.
