Position Summary

The Director of Integration reports to the Vice President (VP) of Information Technology Services and is a valued member of the Information Technology Services (ITS) leadership team, assisting with the strategic planning and implementation of technology goals. The Director manages, coordinates and oversees specific areas of the VP's responsibilities. These delegated areas include strategic enterprise software planning and is responsible for oversite, planning and direction of the Integration Team. The Integration Team responsibilities include web services, data services, custom in-house development, data integration, quality assurance, and enterprise level software implementation, integration and administration. As the VP's delegate, the Director has full administrative and supervisory responsibilities for all full-time and part-time employees within the team. Additionally, the Director provides budgetary oversight for Integration Team's annual budget.

The Director is an expert, professional-level technology specialist with primary oversight of the Integration Team. The Director will help coordinate overall Information Technology (IT) security and management activities across campus, and will be a direct expert-level advisor and consultant to the Vice President of ITS and other Bellevue College (BC) executives and administrators with regard to related enterprise services.

Under the leadership of the Director, all unit personnel will analyze, recommend and implement solutions to highly complex technology problems using industry standard practices and complex network client/server systems and applications to meet the advanced educational, research and administrative requirements of the institution. The Director will work collaboratively with the Vice President of ITS to advance all core values of the College as approved by the Board of Trustees and the Director will engage both internal and external constituents with sensitivity and tact, proactively embracing and incorporating diverse perspectives, including those related to ability, gender, sexual orientation, religion, race, national origin, and cultural background.

Pay, Benefits & Work Schedule

Position Salary Range: $119,402/year - $179,104/year.

The salary will be determined based on candidate's qualifications and related experience. Typically, new hire starts no higher than $134,301/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department

The Information Technology Services (ITS) division is comprised of six departmental teams: The Office of the Vice President, Digital Media Services, Infrastructure, Integration, Technical Support Services, and Office of IT Business Operation. ITS supports all campus computing - both academic and administrative. The division manages networking and server components, performance and quality of all college websites, the web portal, software and application development, as well as data and administrative system support. ITS provides in-person workshops and training to faculty and staff, and offers an array of video production services including live streaming campus events as well as producing original programming to support college activities. ITS broadcasts 24/7 programming for the College and outlying community on The College Channel television station.

Essential Functions

Providing leadership for Integration team of Information Technology Services

Support the educational mission of the college by serving as Director of Integration Team, overseeing maintenance and optimization of enterprise software based on the underlying principles of equity, access, and diversity.
Supervise the utilization of data integration, web services, data services, in house development, quality assurance, enterprise level software implementation, and administration information technology services, and security services across the institution; develop and implement plans for enhancements to the technology and methods used.
Provide leadership to and supervision of Integration team members

Conduct network strategic and day-to-day planning meetings as a consulting member of the Integration Team;
Supervise work of department staff, work of part-time hourly employees and work of any student interns;
Conduct performance evaluations of all direct reports in a timely manner ensuring goals are set and measured; and
Foster a user-centered design and development approach to solutions or projects.
Participate and make plans and decisions on recruiting, selecting and retaining effective employees, providing training and defining work assignment and content, and establishment of work rules.
Conduct or oversee performance evaluations, disciplinary actions, resolve conflicts and other personnel issues.
Communicate on a daily basis with all ITS service units that have hands-on responsibility for creating, supporting and maintaining IT services within their areas of stewardship.
Ensure all issues related to Integration Team are represented and addressed in the ITS unit strategic plans and work plans.
Monitor budgets and expenditures. Manage operational costs; conduct near- and long-term financial forecasts for expanded functionality.
Facilitating IT Integration and Security collaboration with stakeholders

Provide technical and organizational leadership for the Bellevue College campuses, offering centralized management and authority regarding IT integration and security practices across BC.
Work closely with college administrators, supervisors, and with ITS technical managers to enforce IT policies, standards, and protocols.
Serve as a technical mentor, coach, and trainer to the IT Services personnel and other employees, acting as an expert integration and security resource for those involved in day-to-day technical support positions and for their supervisors.
Actively represent ITS management and IT security interests by working collaboratively within the institution's governance structure, including appropriate functional and constituent councils.
Assist in policy formation and strategic planning and represent the College to community groups and State agencies as necessary.
Serve as a management advisor, consultant and technical resource, enhancing and maintaining secure on-going operations for all applications within the Bellevue College network.
Recommend, design, implement, and manage new projects that improve the College's technology services while aligning with the College's mission and goals.
Leading Scrum activities

Functioning as Sprint Master for the Scrum Team.
Organizing and leading Sprint planning meetings.
Identifying and prioritizing Integration department work requests.
Creating an individual work plan for each team member.
Organizing and leading daily standup meetings.
Resolving issues that block work activities.
Identifying technology-based solutions to improvement Bellevue College processes

Analyzing and documenting current state and future state processes.
Identifying process improvements.
Analyzing and documenting requirements.
Creating a solution prototype.
Participating in technology selection.
Planning and monitoring solution development.
Project management activities; including but not limited to managing budget, coordinating resources, etc.
Investigating and recommending off-the-shelf technical solutions

Investigating and recommending off-the-shelf technical solutions that will integrate with Bellevue College systems and provide BC's students, staff and faculty with the technology and tools they need to further the college's mission of student success.
Reviewing internal processes, both manual and automated.
Documenting the current state processes and identifying improvements.
Documenting requirements.
Reviewing off the shelf software solutions.
Participating in product demonstrations.
Verifying software products meet Bellevue College technical standards.
Comparing products to ensure they will cover the needs of the college and work with BC's technical infrastructure.
Responding to employee technical assistance tickets submitted to the department

Investigating software issues.
Identifying causes of software issues.
Identifying and implementing solutions to tickets.

Minimum Qualifications

Bachelor's degree in Information Technology, Information Management, Information Security, or Computer Science; or a minimum 3 years' background, education and experience in Information Systems or IT Security management; relevant years of experience can be substituted on a year-for-year basis.
Five (5) years of relevant work experience in IT, including three (3) years of managerial/supervisory experience.
Experience working in a collaborative team environment with diverse employees and student/customer groups.
Provides budgetary oversight for Integration Team's annual budget.
Effective written, verbal, and interpersonal communication skills with individuals at all levels; ability to present ideas in a user-friendly language.
Ability to work using a computer for up to 8 or more hours a day.
Position Specific Requirements

Demonstrates system and user administration skills with the ability to prioritize and execute tasks in a high-pressure environment, while making sound decisions in emergency situations.
Demonstrates innovation and flexibility in leadership, balancing the need to comply with state and federal regulations with the goal of establishing and maintaining a strong IT environment that supports the primary service-oriented functions of the Bellevue College and ITS.
Ability to work with all levels of institutional management regarding technology, campus business resumption, technology disaster recovery, and technology audit best practices.
Demonstrates strong analytical skills, able to collect and analyze data, establish facts, draw valid conclusions, and make informed, fact-based decisions.

Preferred Qualifications

One (1) year of experience in Higher Education with a thorough knowledge of the legal and regulatory requirements for information security and data privacy at the federal, state, and local levels.
Two (2) years of experience with Agile methodologies and LEAN thinking.
One (1) year of project management experience including leading and organizing technical projects through project completion and implementing enterprise wide systems in a Higher Education.
Experience with information security technologies and technical network processes in the areas of prevention, evaluation, detection, resolution, and remediation of threats.
Experience managing a Scrum team and functioning as the Scrum master.
Proficient knowledge of Learning Management Systems (Canvas), software development methodologies, and current protocols and standards, including Active Directory, group policies, Office 365, business continuity, and disaster recovery.
Knowledge of security policies affecting higher education (FERPA, HIPPA, PII, etc.) and understanding of W3C and Section 508 web accessibility guidelines.
