Position Overview

The Division of Mental Health is seeking to hire a Director of Human Resources and Labor Relations for the Chester Mental Health Center located in Chester, Illinois. Chester Mental Health Center is seeking to hire an energetic and detail-oriented individual who will lead and direct the Human Resources and Labor Relations functions at the center. This role provides support and assistance to all employees at the center and ensures management focuses on providing a positive and productive work environment for all employees.

Job Responsibilities

1. Serves as Director of Human Resources and Labor Relations.

2. Administers and enforces the Illinois Personnel Code, the Personnel Rules of CMS, and the Pay Plan.

3. Coordinates the establishment, supervision, and maintenance of a system for reviewing CMS-104 (Position Description) to ensure that timely and accurate reporting and updating of significant changes in job content, subordinate supervision, and/or supervisor.

4. Serves as full-line supervisor.

5. Implements the personnel processes related to employment of staff.

6. Monitors staff processing personnel transactions and maintains personnel records.

7. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in business, public administration or human resources.

2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

1. Three (3) years of experience supervising paraprofessional and professional staff including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and approving time off.

2. Two (2) years of professional experience working with human resources and labor relations rules, regulations and procedures.

3. Two (2) years of professional experience with labor relation activities, including negotiations, grievances and contract interpretations, while utilizing ethical practices and procedures.

4. Three (3) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism.

5. Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding human resources and labor relations issues.

6. Two (2) years of professional experience communicating with both internal and external stakeholders daily ensuring detailed and critical analysis of work performed.

7. One (1) year of basic proficiency utilizing Microsoft Office Suite including Microsoft Word and Excel software programs.

4. Requires ability to pass the IDHS background check.

5. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
