Job description
Permanent full time assignment to NIWC PAC. Demonstrate experience in developing construction project packages for submission to Naval Facilities Engineering Command (NAVFAC), and US Army Corps of Engineers (USACE) for execution. P&E to generate independent government cost estimates (IGCEs) and scopes of work (SOWs) using RS Means Estimating Guide. Develop all required package documentation in accordance with NAVFAC and USACE guidance and requirements. P&E duties will include:
- Develop RS Means-based IGCE and Statements of Work.
- Develop technical analysis report for contractor's proposals and the IGCE.
- Develop minor floor plan concept designs.
- Analyze contractor proposals and generate a technical analysis with cost position.
- Assist Contract Specialist with technical negotiations.
7+ years experience in Facility Planning/Estimating and/or Project Management
Knowledge of OPNAVINST 11010.20H, Facilities Project Manual
Knowledge of RS Means Facilities Construction Cost Data (Latest Edition)
Knowledge of Microsoft Products - Powerpoint, Excel, Word
Knowledge of JIRA, MAXIMO, and ARCHIBUS
Knowledge of Adobe Acrobat Professional
Knowledge of military protocol
Must have current DoD Secret clearance or ability to pass background check
