POSITION OVERVIEW
As a Civil Engineer, this position provides independent design and project management services as a high-level Civil Engineer to the Civil Engineering Unit (CEU) Oakland. The CEUO staff primarily supports Coast Guard units located on the West Coast and Pacific Area, but this position may also support units in other parts of the United States. Our Civil Engineer will provide all investigation and design services required to produce biddable design documents, perform site visits and develop designs as required for renovation, restoration and/or construction of modern or historic Coast Guard facilities, including waterfront facilities, for approximately 6 to 10 projects per year ranging in budget estimate from $100K to $1.5M
JOB RESPONSIBILITIES:
- Prepare design documents and/or scopes of work for A/E services, Design/Build services, and construction work. This includes preparing drawings, technical specifications, cost estimates, and other documents, as required, for complex construction projects on sites with diverse climatic, geographic, and environmental conditions.
- Provide technical advice to contracting officers during negotiations.
- Perform site investigation of project sites to gather essential data for new or renovation work.
- Provide in-house civil and structural engineering advice and
- Coordinate with site contacts and multi-discipline design team members; conduct conceptual design meetings with in-house and site personnel; provide support services to architectural and engineering designers in Coast Guard-specific project documentation functions.
- Review and comment on submittals, requests for information, and work schedules as submitted by construction contractors.
QUALIFICATIONS:
Required Qualifications:
- Minimum of a bachelor's degree in civil or structural engineering or registration as a professional civil or structural engineer in a state, District of Columbia, Guam, or Puerto Rico.
- In-depth project management expertise to include managing multi-discipline, multi-faceted projects related to real property facilities. This includes planning, design, cost estimating, contracting support, and construction management of individual projects. This requires detailed analytical and problem-solving skills addressing complex technical and engineering problems, and the ability to bring them to resolution.
- In-depth design experience in civil/structural engineering. This includes the ability to prepare plans and details, write specifications and perform structural calculations (sometimes using state-of-the-art computer-aided analytical support) in support of design Prepare designs and calculations in compliance with nationally accepted building and seismic codes in accordance with Coast Guard guidance and be able to evaluate and manage the work of other designers to achieve design objectives.
- Knowledge of engineering design principles required for waterfront facilities including piers, floating docks, boathouses, bulkheads, and wave barriers
- Construction Management Experience. This includes knowledge of acceptable current construction Building Codes in general, procedures and practices, materials and equipment used in the construction of buildings and public works facilities.
- Knowledge of AutoCAD, Windows 10, MS Office, and Federal Government Contracting (Federal Acquisition Regulations)
