Position Title: Case Manager/Landlord Navigator
Classification: Full-Time, Non-exempt, pay based on experience.
Office Location: 1420 Mulberry Street, Des Moines, IA 50309
- **4 positions in the Rolling Hills Region**
Reports to: Director of Street Outreach
Salary Range: $15 - $17/hr.
Travel Requirements: Travel within the community and Rolling Hills Region
Organization Overview: Since 1992 Central Iowa Shelter & Services’ mission is to provide low-barrier shelter, meals and support services at no cost to adults experiencing homelessness and to facilitate their move toward self-sufficiency. Approximately 2,000 women and men experiencing homelessness have received emergency shelter and supportive services to help them move beyond homelessness each year.
In September 2012, CISS opened its new facility. The facility grew from being 8,000 square feet and 96 beds to 207 beds and 42,000 square feet. It is equipped to provide expanded emergency shelter (150 beds); expanded transitional housing for Veterans (19 rooms); and 38 Project Based Section 8 Voucher efficiency apartments. Along with expanded housing capacity, CISS also provides an on-site health clinic, food pantry, clothing closet, classrooms, and a 30-foot growing dome.
All guests and residents are provided evening and breakfast meals; access to shower and laundry facilities, a weekly medical clinic, and group counseling; as well as individualized case management, life skills instruction, and referrals to other community services/benefits. Programming continues to evolve to meet emerging homeless and community needs.
Position Overview: The Case Manager/Landlord Navigator is case management position, with a focus on strategic relationship building. This unique position would require outreach, recruitment and engagement of property owners willing to rent to the most vulnerable populations. In addition to handling client case management, the goal of this position is to build partnerships with property managers, property owners and developers to increase the supply of affordable housing in the Rolling Hills Region, which covers fifteen counties. The Case Manager/Landlord Navigator will work on building community relationships by locating and learning about the various community resources available to our clients. Examples of community resources would include thrift stores, food pantries, etc.
As a case manager, the Case Manager/Landlord Navigator will link clients with mental health, physical health, and substance abuse services; collaborate with community partners; and help people to develop natural support systems. In addition, this individual will assists clients with self-sufficiency and financial independence through the following comprehensive services: individualized assessment of strengths and barriers, connection to long term community supports; development in the clients' communities; team consultation and collaboration with other case workers; and affordable housing placement.
This position requires a self-starter with clear communicator (both verbal and written), organized with effective time management skills, demonstrating a willingness to learn and adapt, with the highest standards of behavior, collaborative manner and work ethic. The schedule for this position requires day hours and may include evening hours to accommodate the schedule of clients served. Case workers mediate and advocate on behalf of clients to help them obtain and maintain housing, health care, benefits, entitlements, and transportation. They are responsible for monitoring, tracking, and recording service delivery.
Duties/Responsibilities:
Landlord Navigator Duties/Responsibilities
- Work with the Central Iowa Shelter and Services (CISS) marketing team to develop marketing material for proprietor engagement, as well as talking points for case managers.
- Expand the network of property owners with whom the Rolling Hills Coalition partners in Polk, Jasper, Poweshiek, Iowa, Warren, Marion, Mahaska, Keokuk, Lucas, Monroe, Wapello, Jefferson, Wayne, Appanoose, Davis, and Van Buren Counties.
- Explain to property owners the programs and the value of working with CISS’ programs and the Rolling Hills Coalition.
- Maintain a current list of proprietors willing to work with CISS; and a list of proprietors no longer willing and the reason(s) why.
- Assist with mediation of issues that arise.
- Serve as a liaison between participants, property owners, and neighbors—help to maintain those relationships.
- Develop a Landlord Recognition project.
- Perform daily searches for vacant units; maintain an inventory of units that meet the program criteria.
- Complete rent reasonableness comparisons using current paper process.
- Represent CISS at proprietor meetings and networking events; help with the coordination of such events and participate in property owner/housing-related committees both internally and externally.
- Conduct trainings for CISS staff and/or participants on the leasing process.
- Assist with applications, collection of lease related paperwork and/or the completion of voucher-related paperwork.
- Assist in the development, and presentation, of classes related to tenancy, financial wellness, etc.
- Explore the possibility of developing a community-based fund from which property owners can draw for damages, legal fees, etc.
- Provide information and referral assistance regarding available support from appropriate resources.
- Complete HMIS training for data collection and reports.
- All other duties as assigned.
Case Manager Duties/Responsibilities
- Explains nature of programs, procedures and services. Helps clients to develop a housing plan and assists to establish long-term economic improvements necessary for greater independence and additional housing choices.
- Works directly with clients in identifying barriers to self-sufficiency and developing goals and objectives for overcoming these barriers. Identifies strengths and needs and makes referrals to available community resources to meet those needs. Client files will track individual needs, assessments, strategies and progress.
- Develops a case plan with clients and facilitates weekly/monthly/as needed meetings to provide clients with an opportunity to review program requirements, discuss concerns and/or ideas and provide updates on new activities. Meets clients in the community on a regular basis.
- Tracks and enters relevant data on a timely basis and maintains complete and organized client files. This includes entry into ServicePoint and/or other electronic data tracking programs as well as case notes within client files.
- Maintains records of pertinent program related information and compiles required data in reports. Prepares and submits reports following established timelines and procedures.
- Responds to inquiries, phone calls, and e-mail in a timely and responsive manner.
- Helps clients in applying for social security/disability benefits and other entitlements.
- Mediates complaints or conflicts involving landlord/tenants and make recommendations for resolutions.
- Assists clients with housing applications and local public housing authority and low-income housing assistance/recertification processes.
- Conduct Street Outreach
- Other duties as assigned.
Qualifications, Experience and Abilities:
- Bachelor’s degree in Social Work, Business Administration, Communications, or related field and 1 or more years of business/real estate experience or 5 or more years of business/real estate experience
- Exceptionally strong written and verbal communication skills
- Exceptionally strong presentation skills
- Strong attention to details, and the ability to manage multiple projects, establish workload priorities, and meet deadlines.
- Solid interpersonal skills along with ability
- Proficiency in Microsoft Word and Microsoft Excel
- Reliable transportation, possession of a valid driver’s license, and maintenance of automobile insurance coverage
- CISS reserves the right to require a motor vehicle record check with respect to any employee where driving is an essential function of the position.
- Ability to establish and maintain professional boundaries and execute confidential information.
- Ability to work independently as well as within a team setting. Able to work with minimum day to day supervision.
