Job Duties
The Division of Fiscal Services if seeking a Buyer/Administrative Specialist to Purpose of Position to procure goods and services, in accordance with all Agency and State policies and Procedures for all of the DSA’s, including WWRC, as assigned, as well as other assigned projects on a case-by-case basis. Provide guidance and training to end-users on procurement processes and procedures.
Manage all assigned purchases in accordance with appropriate Commonwealth of Virginia method of procurement including Small Purchases, Competitive Sealed Bidding, Competitive Negotiation, Sole Source, and Emergency Procurements. Oversee and maintain contract management functions as assigned. Utilizes the SPCC and reconciling as required. Host trainings as needed on multiple topics, as assigned.
Minimum Qualifications
Procurement experience and/or knowledge of public procurement law, procurement methods, and negotiation techniques.
Working knowledge of Agency Procurement and Surplus Property Manual (APSPM) and the Virginia Public Procurement Act (VPPA).
Demonstrated ability &/or ability to:
- Interpret detailed written procedural guidance.
- Discuss purchasing requirements with agency.
- Discuss complaints with customers and vendors.
- Work independently with diverse clientele and a variety of contacts.
- Communicate effectively, both orally and in writing.
- To function as part of a team and handle multiple assignments.
- To use Microsoft applications such as Word, Excel, Access, etc.
- To multi-task and work quickly.
Preferred Qualifications:
- Experience with eVA
- Bachelor’s degree in Business or related field
- VCCO
- VCA certification
- VCA and/or VCO certification
- VCO preferred or ability to obtain certification within one year of VCA being obtained or within one year of hire.
