NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Treasury and Payment Services Division has over 500 staff and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. The division is responsible for the oversight of all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.

Payment Operations is responsible for the processing of payments for property taxes and property related charges for other City agencies, business taxes and excise taxes. The Division is responsible for communicating amounts due, maintaining quality control of Department records and delivering quality customer service to individuals seeking information on making payments or receiving refunds, performs account adjustments and responds to inquiries from the public relating to refunds.

The Adjustments and Discrepancies Unit is seeking a detailed-oriented, self-motivated and proactive individual to serve as a City Tax Auditor Level 2. The duties and responsibilities will include:

  • Researches, corrects, recycles Business Tax and Excise Tax Suspended Transactions including but not limited to 12 different tax types in BTS (Business Tax System).
  • Learns the BTS computer system as well as tax laws and regulations specific to New York and New York City. Demonstrates a thorough working knowledge of various City, State and Federal
Tax Laws and Regulations.
  • Reviews communications from other units and/or correspondence from taxpayers received through other units relating to suspended transactions. Makes necessary adjustments to
taxpayers' account and updates the suspended transactions in BTS (Business Tax System).
  • Assists taxpayers or their representatives by responding to questions on payment discrepancy cases related to reduced refunds or credits due to penalties and interests and by helping
navigate e-services. Identifies the type of service being requested by listening, asking relevant questions, evaluating information obtained, assesses nature or urgency of the issue;
determines and establishes priority of call; resolves the issue or transfers call to appropriate staff, as necessary.
  • Researches taxpayers' prepayment discrepancy cases. Examines taxpayers' responses to computer generated discrepancy, balance due and statement of account notices. Corrects the
taxpayers' records through adjustments. Determines final disposition of discrepancy and informs taxpayer of action taken.
  • Prepares adjustments to correct errors and generates correspondence to taxpayers, when necessary. Entering of the adjustments and recycling of suspended transactions must be 95%
error free.
  • Reviews the adjustments completed by Tax Auditors related to suspended transactions in BTS (Business Tax System)
  • Observes and complies with departmental policies and procedures, customer service quality standards, and compliance guidelines.
  • Interprets complex New York City General Corporation, Bank, Business Corporation and Unincorporated Business Tax laws, regulations, and Internal Revenue Codes. Ensures that all tax
inquiries are conducted in accordance with tax laws, departmental policies, and procedures.
  • Interfaces with personnel of other units regarding cases impacting the unit by email correspondence with research in BTS (Business Tax System), Makes necessary adjustments to
taxpayers' account in Business Tax System (BTS), and answers e-service questions from other units
  • When assigned, reviews final notices and/ or warrant cases submitted for re-evaluation by the collection unit.
  • Assists with maintenance and upgrades to the BTS (Business Tax System) by participating in ongoing testing which may include but not limited to annual year changes, writing scenarios for
testing, testing scenarios written, testing end to end processes, training other CTAs on new upgrades, development of BTS Chatbot, and enhancements to the BTS (Business Tax System)
  • Performs any special official task as directed by a supervisor, Unit Manager or Assistant Commissioner of Payment Operations

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting; or

2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and two years of full-time satisfactory tax-related auditing or tax accounting experience; or

3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and 24 semester credits in accounting from an accredited college, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and four years of full-time satisfactory tax related auditing or tax accounting experience; or

4. A satisfactory combination of education and/or experience which is equivalent to "1", "2" or "3" above. Experience may be substituted for college education on the basis of one year of experience for each 30 semester credits. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 24 semester credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting.

SPECIAL NOTE:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level I, or two years of full-time satisfactory tax-related auditing or tax accounting experience.

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, either two years of full-time satisfactory experience in Assignment Level II, or three years of full-time satisfactory tax-related auditing or tax accounting experience.

To be eligible for placement in Assignment Level IV, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level III, or four years of full-time satisfactory tax-related auditing or tax accounting experience.
