- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
Area 1 = All permanent employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Currently serving members of the Puerto Rico Army National Guard (M-Day)
Area 4 = Prior (former) members of the Puerto Rico Army National Guard
Area 5 = Current Federal Employees (from any agency)
Area 7 = US Citizens
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
DUTIES :
As a RESILIENCE AND RISK REDUCTION COORDINATOR (NGT5010000), GS-0101-11, you will serve as the Program Manager for the MILPO Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP) to accomplish the Army National Guard's goal to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity, while simultaneously to minimize risky behaviors and suicides. These efforts will be implemented through guidance, advice, and decision support to the ARNG. Position is responsible for providing leadership, direction, and guidance in the performance of such functions as: (a) developing, monitoring, revising, coordinating, and implementing a resilience/risk reduction/suicide prevention program that reduces incidents of high-risk behaviors. (b) developing, monitoring, revising, coordinating, and implementing resilience training, risk reduction and suicide prevention policies and programs. (c) providing in-depth research resulting in new doctrine, training, and mitigation of risks (d) providing continuity and coordination expertise for issues affecting soldiers and civilians; (e) serving as a quick reaction capability to gather relevant data and information for the Army National Guard (ARNG), and then advise on courses of action; and (f) coordinating and implementing components of resilience training to help shape positive behaviors and successful reactions to traumatic experiences.
TEMPORARY PROMOTION:
This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights without a specific time limitation, personnel action recommended by the immediate supervisor, either conversion to permanent without further competition or termination of employment. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. QUALIFICATIONS:

SELECTED FACTOR: (Minimum Requirements)
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences (copy of the official transcript showing conferred Degree must be submit with the application).
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE :
Applicant must have at least THIRTY-SIX (36) monthsof specialized experience performing or supervising duties such as identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions; preparing and delivering oral presentations to include briefings, speeches, and training sessions to civilian, and military audiences; providing senior leadership with statistical reports; serving as the staff consultant on all aspects of the Resilience, Risk Reduction and Suicide Prevention Program and training.
