UTILITY FACILITIES PROGRAM ADMINISTRATOR

PRIMARY FUNCTION

  • Responsible for inspection/performance supervision of the following programs: miss utility, water installation/repair, sewer installation/repair, storm system installation/repair, road cut management system (RCMS), city records, uniform traffic control, contaminated work sites, and work safety.
  • Manage the online RCMS software where utilities can apply for road cut permits, collect associated fees.
  • Follow the application review and progress of the project through the permit portal to ensure each step is followed according to the utility manual and the safeguard of city assets to its completion.
  • Manage inspectors and private contractors.
  • Ensure compliance with governmental codes and specifications.
  • Interpret engineering drawings.
  • Compare road cut permit applications and right of way applications with existing city infrastructure to ensure no conflict in placement, or damage to city assets.

PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Manage private contractors in sewer, water, street, bridge and storm water projects.
  • Ensure compliance with governmental codes and specifications.
  • Manage Placement of utilities facilities in public streets, minimalize interference with streets and public ways.
  • Enforce city license requirements for contractors, minimize obstruction of city streets.
  • Enforce the road moratorium on city streets.
  • Educate and enforce proper restoration of city streets to be in compliance with the city’s road restoration construction details.
  • Maximizing and recognizing road pavement agreements opportunities between utilities and the city recapturing funds for road restoration.
  • Ensure, supervise, assign, and review construction inspector and contractor projects.
  • Update RCMS system.
  • Manage online payment and data reconciliation.
  • Perform internal auditing of old system.
  • Interprets records (both electronic and print) to recommend and assist maintenance crews in repairs focusing on minimizing the number of affected customers.
  • Assists in job site preparation and traffic safety.
  • Must possess and maintain a valid driver’s license with good driving record.
  • Performs all other duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Completion of 2 years of college-level course work with emphasis in engineering, construction or related field work supplemented by technical training in computer aided drafting; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • OSHA 30 Certification.
  • OSHA Confined space rule certification.
  • Certified Construction Reviewer (CCR).
  • Knowledge of materials, practices, and equipment used in construction of roads, sewers, and water lines. Ability to read and interpret civil engineering plans and blueprints. Ability to utilize a mobile device and produce sketches required for location of existing utilities.
  • Ability to establish and maintain effective working relationships with various outside contractors, utilities, and the public. Knowledge of mathematics required for computation of materials and qualities for reviewing estimates and invoices.
  • Knowledge of Microsoft Office software.
  • Knowledge of AutoCAD and Geographic Information Systems (GIS) is desirable.

WORKING CONDITIONS

  • Normal office environment.
  • May typically be in the field to perform construction inspection or provide mark out services.
  • While working in the field, construction sites present daily hazards to include contaminated soils or water, tripping hazards, falling hazards, noise hazards, eye hazards, hazardous materials, traffic hazards and climate hazard.
  • Must be able to lift and/or move up to 50 lbs.
