The Opportunity
WSDOT is currently seeking a Transportation Technician 3 (TT3) in Tumwater, WA. The top candidate will assist in the processing, preparation, and administration of Architecture & Engineering and Personal Services consultant agreements in support of the statewide consultant program. The TT3 (In-Training) will provide support to our internal Contract Services Office (CSO) staff and managers, WSDOT Project Managers, and Engineers in procurement and processing of consultant agreements. The incumbent will also advise consultants and respond to inquiries in all matters related to agreement development and administration.

What to Expect
Among the varied range of responsibilities held within this role, the TT3 (In-Training) will:


  • Ensure that agreements and supporting documents are complete and properly prepared.
  • Advise Project Managers regarding consultant procurement and administration methods and policies.
  • Assist in development of new agreement advertisements, requests for services, agreements, and official correspondence for consultant selection and consultant rate approvals.
  • Follow procedures as prescribed in the Consultant Services Manual and office policies.
  • Prepare and assemble reports from the CSO database system, COGNOS, and other databases for management review.
  • Assist with DBE/SBE and MSVWBE reporting, including requesting reports from consultants and accurately recording information.
  • Maintain electronic and hard copy filing system.
  • Respond to inquiries from consultants and WSDOT staff via email, phone or in person

Qualifications
To be considered for the TT3 level the following are required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 (TT2)
OR
  • An associate degree in Civil Engineering Technology, Surveying, Drafting, Computer Science, or other closely related field, or equivalent Vocational Technical Program consisting of at least 1200 instructional hours in the above fields AND one (1) year of experience performing basic technical engineering or transportation work equivalent to a TT2
OR
  • A Bachelor's degree in Engineering
OR
  • Certification as an Engineer-in-Training.

To be considered for the TT2 level the following are required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields
OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields
OR
  • Graduation from high school or GED equivalent AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 (TT1) or equivalent
OR
  • Three (3) years of experience as a Maintenance Technician, one of which must be as a Maintenance Technician 2.

In addition to the above (applies to both levels: TT2 & TT3):
  • Strong writing, analytical, interpersonal, and organizational skills with high attention to detail.
  • Ability to assist senior level staff with statewide outreach and conducting consultant procurement training with an audience of project managers, engineers, and contracting personnel.
  • Ability to review, analyze, and interpret technical engineering documents and proposals.

It is preferred that qualified candidates also have:
  • Working knowledge of government contracting including a depth of understanding of FAR, RCW/WAC, and all relevant contract types (e.g., CPFF/NHR/TONHR/LS, etc.)
  • Working knowledge of the Consultant Services Manual.
  • Experience with agreement development and administration.

  • This position offers flexible/hybrid remote work options.
  • Depending on qualifications, this position can be filled at the Transportation Technician 2-3 levels:
    • Transportation Technician 2 - annual salary range: $50,592 - $68,076
    • Transportation Technician 3 - annual salary range: $57,324 - $77,028
  • If a candidate starts at the TT2 level, they will be advanced to TT3 after:
    • Completing three years of satisfactory service as a TT2; and
    • Successful completion of the WSDOT's mandatory training matrix for automatic promotion to the TT3 class.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
