Overview:
POSITION SUMMARY:

The Supply Technician Lead works under the direction of the CIF Supervisor, is responsible for managing OCIE stock levels and the CIF Property Record. The Supply Technician Lead manages all property book supporting documents that affect the property book balance. The Supply Technician Lead has the responsibility of solving any problems regarding OCIE logistical matters within the CIF. They also play an advisory role by consulting with employees with questions about OCIE. They work closely with the CIF Supervisors to ensure the swift delivery of critical equipment. The Supply Technician Lead will have knowledge of operational policies and procedures, logistics goals and assigns overall responsibility for the Property Book Management Team (Supply Team).
Responsibilities:
MAJOR JOB ACTIVITIES:
  • Oversees the activities of workers engaged in receiving, storing and shipping clothing or materials.
  • Receive Issue shipping instructions from LRC and provide routing information to ensure that delivery times and locations are coordinated.
  • Confer with employees and customer to coordinate warehouse activities, such as issue, receiving, inventory and records control (post within 72 hours.
  • Inspect physical conditions of warehouses and equipment and ensure proper accountability and PMCS is conducted in accordance with required policies and procedures.
  • Assist with the Planning, develop and implement office, line, warehouse, safety and security programs and activities.
  • Works with a framework of established supply regulation, policies, and procedures an in the resolution of issues encountered in the process
  • Manages and conducts maintenance of historical files, Administrative Adjustment Reports (AAR), receipts, issue, and transfer documents.
  • Manages and performs duties involving request, receipt, storage, issue, accountability and the preservation of individual, organizational installation, facilities and expendable/durable property and equipment. Operating and maintaining the Installation Support Module (ISM) an automated supply system for accounting of Organizational Clothing Individual Equipment (OCIE) property and equipment.
  • Manages and executes property transfer, receipt, storage, and issue activities (including but not limited to posting and editing documentation within all appropriate Supply standards.
  • Reviews all authorized documents periodically
  • Requisitions material to meet mission requirements
  • Oversees and conducts inventories including preparations, documentation, and reporting per prescribed regulations
  • Identifies equipment status to include completeness, serviceability, and accountability
  • Maintains the automated supply system for accounting of organizational property and equipment.
  • Inspects completed transactions/work for accuracy and compliance with established policy and procedures.
  • Coordinates property and equipment disposition.
  • Reviews and annotates changes to the RO/ROP stockage levels status report.
  • Validate/post transactions to organizational property book records and updates/maintains supporting document files IAW ARIMS.
  • Determines required method of relief from responsibility for lost, damaged and destroyed property/equipment items through the FLIPL and SOC process.
  • Maintains property and equipment IAW Army regulations, PWS, SOP, and Work Instructions.
  • Reviews daily and monthly records of all property and equipment transactions including Hand Receipts, Lateral transfers, Requisitions, AAR’s and other supply transactions.
  • Manages and reconciles all discrepancies and Amnesty transactions for fiscal/property accounting.
  • Leads and directs the work of personnel within the CIF.
  • Ensures all Annual/Cyclic inventories are conducted IAW current regulatory procedure.
  • Assist and advise CIF Accountable Officer and CIF Supervisors.
  • Analyzes, produce, and generate statistical data and reports to ascertain trends, conformance to standards and directives and efficiency of operations.
  • Oversees and maintain logistical data provided by the ISM automated system.
  • Coordinates logistical activities with customers, leads, and other CIF sections..
  • Maintains all historical files, supporting documents and other required records; ensuring all files are stored IAW the Army Records Information System (ARIMS) Administrative Adjustment Reports, hand receipt, requisitions, turn-in, issue, and transfer documents. Coordinates and manages the upkeep and maintenance of the facility, equipment and other warehouses.
  • Ensures that all safety precautions are adhered to at all times.
  • Performs other duties as assigned to meet organizational/operational objectives.
WORKING ENVIRONMENT:
  • Use of Personal Protective Equipment (PPE) such as safety vest, steel or composite shoes/boots, safety gloves, hard hat and eyewear in certain areas.
  • Work will typically be in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • There may be times when an employee is exposed to extreme cold or hot weather conditions.
PHYSICAL ACTIVITIES:
  • Must be able to lift a maximum of 40 pounds.
  • Must be able to operate in a warehouse and outdoor type environment.
  • Must be able to walk on uneven ground and within work various sites 6-8 hours a day in performance of duties.
Qualifications:
MINIMUM QUALIFICATIONS:

EDUCATION/CERTIFICATIONS:
Must possess a high school diploma or equivalent. Bachelor’s degree or higher is preferred. with four (4) years of leadership experience.

SECURITY CLEARANCE:
  • Must be able to pass the standard background check.
  • NAC-I clearance required.
EXPERIENCE:
  • Eight (8) years or more experience in supply operations at the property book level
  • Possess high ethical standards and demonstrate professionalism.
  • Must have technical experience and comprehensive knowledge of Government regulations, policies, procedures and supervisor role
  • Must have comprehensive knowledge of the applicable supply and equipment management processes, related regulation, and is required to ensure effective accountability of all assigned property
  • Valid Driver’s License without restrictions.
  • Ability to prioritize, and multi-task in a fast-paced environment, and interact at all levels.
  • Ability to work independently with minimal supervision; ability to work in a team-based, highly collaborative environment.
  • Capacity to work well under pressure and tight deadlines.
  • Strong written and verbal communications skills; ability to interact at all levels.
  • Other duties as assigned to meet organizational/operational objectives.
SKILLS :
  • Proficient in using a computer and Microsoft Office Suite (Excel, PowerPoint, Word)
  • Proficient in automated supply systems
  • Operate personal computer, CIF-ISM, applicable software, and Government Regulations.
