DUTIES:
- Provides comprehensive staff support to the assigned Sentinel OSF, assisting with management of professional aspects of the Science & Engineering, Logistics, or Program Management workforce, which may include roles such as:
- Analyzing and recommending adjustments to manpower authorizations, position structure, mix of skills, optimal use of personnel funding, etc.
- Planning and implementing recruitment and retention strategies.
- Setting personnel action priorities and assisting with justifications for recruitment, relocation and retention incentives.
- Advising leadership and hiring managers on manpower, recruitment, selection, hiring, on-boarding, and employee professional development processes.
- Informing employees about training requirements, career development education options, career broadening assignments, mentoring/professional development opportunities, and pathways for advancement within and beyond AFNWC.
- Building training templates and formal training plans to support the Sentinel mission and employee success.
- Reviewing/screening resumes for Expedited Hiring Authority (EHA) and other hiring actions.
- Facilitating information sessions and collaborative interview panels for EHA actions.
- Managing intern recruiting, rotations, mentoring, and meaningful projects.
- Setting personnel action priorities and coordinating fill actions on behalf of the OSF.
- Drafting and implementing Sentinel policy for Science & Engineering, Logistics, or Program Management series workforce.
- Serves as a first-line supervisor: performs typical personnel management tasks; assigns and manages work for assigned employees; organizes and conducts training; acquires necessary resources to accomplish the mission; and provides feedback and evaluations.
- Cultivates and maintains strong collaborative relationships with extended and geographically dispersed stakeholders including senior leaders, staff office personnel, program managers, supervisors, technical subject matter experts, manpower and personnel functions, Air Force Sustainment Center Engineering and Technical Management Directorate, and other Air Force Materiel Command Centers to ensure AFNWC workforce management activities are successfully planned, coordinated, and executed.
- Acquisition experience in Science & Engineering, Logistics, or Program Management series to allow a knowledge base for mentoring interns is required.
- Demonstrated ability to work well under pressure, juggle competing priorities, and track multiple issues/activities at a time is required.
- Strong leadership and non-adversarial communication skills are important for this key OSF support role.
- Independence, assertiveness, self-reliance, professionalism, and tenacity to get the job done are necessary to be successful in this role.
- Experience with federal workforce planning, manpower and personnel processes is highly desired.
- Experience in mentoring, leading and/or supervising others is highly valued.
- Bachelor's or higher degree in a business or technical major is strongly preferred.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
