SUPERVISORY BUDGET ANALYST
Job description
Duties
- Plans, organizes, and carries out annual and multi-year, multi-appropriation budgeting in a highly technical and complex organization.
- Directs the preparation and updating of the Agency's Five-Year Defense Program database.
- Develops policies and procedures for the preparation, review, presentation, and defense of the DISA Budget Estimate to the Congress, OSD/OJCS/OMB, and to appropriate intermediate levels of review within DOD.
- Develops policies, procedures, and technical requirements that provide for the design, implementation, operation, and maintenance of an automated budget system for DISA programs/projects/services.
- Develops operational evaluations and related recurring and special one-time analytical managerial-financial reports for presentation to top-level Agency managers for their use in decision-making.

Qualifications
For the GS-15, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-14 grade level in the Federal service, or comparable in difficulty and responsibility to GS-14 if outside the Federal service.
Specialized experience is defined as e xperience in accounting, planning, programming, budget execution and systems, cost benefit analysis, price and cost modeling, appropriations, and fiscal law; developing policies and procedures for the preparation, review, presentation of budget estimates to congress and to provide advice and guidance for all levels of management throughout the agency.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

- This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

- Salary will be determined based on the duty location after selection. The salary listed reflects the 2023 General Schedule Base scale. Salary will be adjusted to meet the locality pay of the duty location upon selection. - A one year probationary or trial period may be required.
