OPEN POSITION: Subcontracts & Procurement Manager

CONTRACT: HPM Occupational Medical Services

CLASSIFICATION: Full-Time, Exempt

POSTING PERIOD: April 17, 2023 – Until Filled
POSITION SUMMARY:

The Subcontracts Manager is responsible for the supervision and mentoring of subcontract administrators, preparation and administration of Government subcontract and purchasing agreements, proposal support activities, to include the preparation of solicitation packages to subcontractors and suppliers; supports evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, invoice processing, issue resolution, and closeout activities.

POSITION RESPONSIBILITIES:

  • Manages the creation of moderate to complex RFP solicitations, of various types (fixed and flexibly priced) in accordance with government and internal requirements.
  • Manages the development and administration of subcontracts and purchase orders of various types and complexity.
  • Manages Supplier Relationship, Development, and Performance.
  • Develop plans to promote cost reduction initiatives and performance improvements.
  • Coordinates closely with the Business and Contracts Compliance Manager to ensure subcontracting and purchasing activities and prime contract flow downs are carried out in a manner consistent with prime contract requirements.
  • Supervises and mentors subcontracts administrator supplier proposal responses and price analysis completed by the subcontract administrators.
  • Assists subcontract administrators with the negotiation of pricing and terms/conditions with subcontractors and suppliers.
  • Manages all aspects of subcontract and purchase order administration for the project, from bidding to prequalified bidders, negotiation/execution of subcontract and purchase orders, submitting notices and change orders and closing out contracts.
  • Regularly interacts with program management, contracts, business development, and with customers, as required.
  • Deliver briefs, updates and reports as and when required.
  • Must have the interpersonal skills to deal effectively with subcontractor management regarding subcontract issues of varying degrees of complexity and the drive to work issues to resolution.
  • Must be familiar with Contractor Purchasing System Reviews.

ESSENTIAL SKILLS & EXPERIENCE: To perform this job successfully, an individual must have the minimum educational credentials from an accredited school, college or university and be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills and/or abilities required.

  • Bachelor’s degree in Business Administration OR a related field 8+ years of experience in Government subcontracts, procurement or contracts administration
  • Working knowledge of FAR and DEARS
  • Experience negotiating terms and conditions, strong written and verbal communication, proficient in Microsoft Office.
  • Experience with Costpoint preferred.
  • Able to prioritize tasks to meet deadlines, and must maintain extensive verbal and written communications with Government agencies

SUPERVISION RECEIVED: This position reports to the Business & Contracts Compliance Manager.
SUPERVISION EXERCISED: This position does directly supervise employees.

  • Work environment: Work will mainly be performed at the HPMC Hanford Occupational Health Services Clinic and will involve frequent contact with other HPMC and project employees, customers, clients, representatives and vendors; work may be stressful at times; interaction with others is frequent and may be interruptive; may occasionally work hours outside of typical work schedule to accommodate needs; opportunities for local and domestic travel may occur; the noise level in the work environment is usually minimal.

Job Type: Full-time

Pay: $80,000.00 - $120,000.00 per year
