Job Description
We are seeking an industry established Senior Program Manager (PgM) to work in our program management practice area and other assigned practice area(s) and foster collaboration within the region and across regions. The position will lead effective teams to serve clients on water resources projects and/or programs in California. The types of projects include but are not limited to, dams, spillways, levees, pipelines, pump stations, canals, wells, and groundwater recharge facilities. This position reports to the Program Management Practice Leader (PgMPL) and may report to any of our northern California offices (Sacramento or Oakland).

Essential Responsibilities & Duties
- Support PgMPL with identifying and attracting business development opportunities within practice areas; identify key clients / business areas, growth strategy, and capture strategy.
- Support GEI marketing and business development efforts including, but not limited to, Program Management branding and strategy workshops, proposal and fee development, proposal interviews, Client relations and participation at industry events.
- Develop scopes, schedules, levels-of-effort, and fees for PGM work.
- Support hiring efforts including review of candidate resumes and participation in candidate interviews.
- Support GEI administrative and operations teams with project reporting and invoicing.
- Assist the PgMPL with developing processes and procedures to support client needs within the Program Management area.
- Assist PgMPL with monitoring and predicting emerging trends within practice and their potential impacts on client, staffing, training, and business needs.
- Lead and be responsible for project-specific Program Management teams including, GEI staff and sub-consultants, with functions including, but not limited to, overall Program Management, Project Controls and Reporting, Change Management, Cost and Schedule Analysis, Document Control, Administration, PM Standards, Procedures and Tools, Cost Estimating, Risk Management support, Safety Compliance Audits, Constructability Reviews, Value Engineering, Operation and Maintenance Reviews, Construction Administration, Environmental Compliance, Grant Writing, and Final Facility Documents and training.
- Supervise and provide feedback on staff performance during project execution.
- Mentor and guide GEI staff to develop their Program Management skills during project execution.
- Be Client-facing during project execution, reporting to the Client on progress and receiving feedback, and communicating and coordinating additional Client needs to appropriate GEI staff.
- Develop and implement Quality Control, Quality Assurance, and Health and Safety Plans as required by GEI and Client policies.
- Communicate and coordinate with other project participants including Client, Designer, Construction Manager, Contractor, Regulators, and other stakeholders to expeditiously resolve project related issues including, but not limited to, cost overruns, schedule delays, procurement delays, quality deficiencies, regulatory, environmental and permit issues, land and easement acquisition issues, non-compliance, permit non-compliance, change orders, operational impacts, and public affairs concerns.
- Responsible for assigned programs / projects scopes, budgets, and schedules.
- Actively participate in professional, industry, and policy group(s) within practice.
- Seek out opportunities to author or co-author professional publications within practice.
- Overnight travel is required; approximately 10 to 20%
Minimum Qualifications
- Minimum of B.S. degree in Civil or Environmental Engineering or related field.
- 15+ year s progressively responsible experience in water resources, engineering and/or construction services with at least 5+ years in a program management role.
- Recognized for technical excellence and development of creative and practical solutions.
- Demonstrated ability to support Federal, State, and local agencies in the western United States.
- Demonstrated ability to effectively manage complex projects/programs.
- Excellent interpersonal, communication, writing, team leadership, and conflict resolution skills.
- Strong capability to work remotely and independently while maintaining productivity and motivation.
- Familiarity with MS Office, MS Project, Primavera P6, and other typical program management related software.
- Willing to travel to and work at client offices as needed.
- Valid U.S. driver s license.
Preferred Qualifications
- Established as an industry known Program Manager for design and construction phased water resources projects in California, such as dams, spillways, levees, pipelines, pump stations, canals, wells, Water/Wastewater treatment facilities and/or groundwater recharge facilities.
- California Registered Civil Engineer, Project Manager Professional Certification and/or advanced management degree.
