This position is responsible for managing the end-to-end payroll and benefits process in a small organization, ensuring employee salary, benefits, and related withholding payments are made timely and accurately. In addition, the position is responsible for all payroll and benefits-related accounting transactions, reconciliations, and as well as internal and external related reporting.

Essential Functions:

  • Manages payroll workflow to ensure all payroll transactions are processed accurately and timely.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Reviews and analyzes current payroll and payroll-related benefits and tax procedures to recommend and implement changes leading to best practice operations.
  • Creates and maintains payroll codes in the HRIS/Payroll system and sets up and reconciles voluntary payroll deductions.
  • Updates payroll records by reviewing and approving changes in exemptions, insurance coverage, savings deductions, job titles, and department transfer/update information.
  • Prepares and audits W-4s, payroll balance sheets, YTD earnings, 1095C, ACA compliance, etc.
  • Trains and provides troubleshooting tips to other organizational staff on HR and Payroll system features and functionality.
  • Works with various departments within the organization to complete various ad hoc projects as assigned.

Other Functions:

  • Attends conferences, seminars, and committee meetings as required.
  • Prepares relevant management reports, including weekly, monthly, quarterly, and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefits deductions, etc.
  • Other related duties as assigned.

Education & Experience:

  • Education: Bachelors degree preferred but not required.
  • Experience
    • 3-5 years of experience in computerized payroll processing and HRIS/Payroll systems required
    • 3-5 years of experience in accounting required
    • Experience with Quickbooks preferred, but not required
    • Experience with Paycom preferred but not required
  • Any equivalent combination of education, experience, or training that has prepared the incumbent to perform the essential duties of the position.

Knowledge, Skills & Abilities:

The position requires the following knowledge:

  • Expert knowledge of the principle, practices, laws, regulations, and procedures of automated payroll systems.
  • Expert knowledge of Federal, State, and local laws pertaining to payroll practices including pre - and post-tax deductions, annual payroll reporting requirements, ACA, and other related legislation.
  • Expert knowledge of various human resources information systems (HRIS).

This position requires the following skills:

  • Sound administrative and management skills in the areas of policy interpretation, procedures, and people.
  • Well-developed analytical capabilities.

This position requires the ability to:

  • Prepare and analyze comprehensive reports and carry out assigned projects to their completion.
  • Maintain effective working relationships with all contacts.
  • Understand and communicate written and verbal instructions.
  • Effectively interact and communicate with stakeholders.
  • Understanding of town ordinances, state laws, and regulations governing human resources issues.
  • Manage various computer applications including Excel and Word

Licenses & Certifications:

Certified Payroll Professional (CPP), or Fundamental Payroll Certification (FPC) by the American Payroll Association is highly preferred but not required. Society of Human Resources Management (SHRM CP or SCP) or Professionals in Human Resources Association (PIHRA PHR SPHR) are preferred but not required.
