Description of Work Unit
Colorado State University is a land-grant institution committed to a 150-year-old mission of access to higher education for the citizens of Colorado and to excellence in teaching, research, and outreach. The Office of Engagement and Extension (OEE) was organized in 2006 to advance CSU’s engagement and outreach missions. OEE includes CSU Extension, CSU Extended Campus (including CSU Online), the Colorado Water Center, the Salazar Center for North American Conservation and a variety of vibrant programs that engage the teaching, research, extension, and service missions of Colorado State University. The Vice President for Engagement and Extension (VPEE) is the principal administrative, academic, and fiscal officer for the division, reports to the CSU President, and works closely with the Provost/Executive Vice President. OEE works collaboratively across all Colleges and offices on campus, and has strong engagement programs throughout Colorado, the Western US and globally. At any given time, OEE includes over 400 employees. The total of budgets is approximately $85 million. OEE is one of the most institutionally comprehensive commitments to engagement and outreach among all land-grant and other universities. Propelled by OEE’s leadership, nationally CSU is a Carnegie Engaged University (2008, 2014), is a member of the Engagement Scholarship Consortium, is an APLU Innovation and Economic Prosperity University
(2016), and is highly ranked for its online degree programs. Annually, CSU Extended Campus garners enrollments of over 10,000 learners and CSU Extension delivers approximately 500,000 educational contacts.

The primary office location for this position is on the CSU Main Campus in Fort Collins. While this position is eligible for a flexible work arrangement, the individual is expected to maintain a balance establishing a presence in the campus office, to effectively carry out the duties of the position.

Position Summary
The Senior Human Resources (HR) Manager for the Office of Engagement & Extension (OEE) at Colorado State University (CSU) is the key leader for all human resources for the organization. The person in this position is responsible for overseeing HR management and department operations to adhere to CSU and organizational policies and procedures. The HR Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the OEE HR unit, ensuring legal compliance and implementation of the organization’s mission and talent strategy. As an organization with offices across the state of Colorado, the Senior HR Manager will work in cooperation with county governments to align human resources activities for OEE field staff that are employed by CSU or directly through counties.

Reporting to the Business Officer, this position serves as a strategic adviser on all human resources affairs including recruitment, onboarding, talent management, payroll, leave management, performance management, employee relations, and organizational development and training for the unit. The person in this position works closely with the OEE Senior leadership team to plan and manage strategic initiatives related to human capital and staffing needs, and oversees the OEE Organizational Development team to align with organizational strategy related to professional development and diversity, inclusion and equity.

This position oversees a team of professionals including an HR Manager, HR Generalist, two HR Assistants, the Senior Organizational Lead, and a Program Manager. The ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, experience with employee relations and disputes, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional Senior HR Manager should improve HR processes, implement strategies that support business growth, improve morale and employee retention, manage job satisfaction, attract the best recruits, and promote the organization’s values.

Required Job Qualifications
  • Bachelor’s degree in business, management, human resources, organizational development, public administration or other related field.
  • Six + years of professional experience managing human resources services, policies, and programs.
  • Supervisory experience including responsibility of completing performance evaluations of permanent staff.
  • Knowledge of general labor laws and regulations
  • Superior interpersonal and customer service skills.

Preferred Job Qualifications
  • Masters degree with a concentration in business, management, human resources, organizational development, public administration or other related field.
  • PHR/SPHR certification.
  • Two + years of professional experience working directly within the confines of a college or university’s HR processes, procedures and systems on a daily basis.
  • Professional experience with human resources functions in a distributed environment with cooperating partners.
  • Demonstrated skill working with people as individuals, groups and staff, and ability to forge equitable partnerships with other professionals and organizations to accomplish team goals as indicated by experience and references.
  • Experience working with and implementing state, federal, and University human resources policies and procedures.
  • Experience in position creation and classification.
  • Evidence of success in building an inclusive workforce and meeting employee retention goals as demonstrated by persistent effort, active planning, allocation of resources and/or accountability for diversity outcomes.

Onboarding/Employee Relations/Performance Management:
  • Serves as the subject matter expert for OEE on employee relations and performance management.
  • Works directly with employees, supervisors and county representatives as needed to resolve employee concerns, and assists with elevating issues to higher levels as appropriate.
  • Works in coordination with the HR Organizational and Training tram to provide a robust onboarding experience and professional development opportunities for the workforce.
  • Oversees OEE employee evaluation and performance management program for all employee types.
  • Maintains employee Conflict of Interest Management Plans and oversees compliance with annual employee conflict of interest disclosure process.
Payroll Processing/Leave Management:
  • Working closely the OEE Finance team, oversees payroll and leave processing activities for the division, ensuring that appropriate processes are in place for timely new hire and personnel updates in Oracle, and oversight of accurate time keeping and leave management in TimeClock Plus.
  • Provides guidance and facilitation to employees and supervisors for special leave programs such as Family Medical Leave, Emergency Paid Sick Leave, Short-term Disability, Leave Without Pay, and Workers Compensation.
