RMH (Rural Mental Health) is dedicated to serving the rural areas of Fresno County. RMH seeks to help people recognize their strengths and abilities to successfully regain independence and self-sufficiency in the community. We focus on recovery, resiliency, and wellness of the individual, with a “whatever it takes” approach. We run 8 outpatient mental health clinics serving adults with severe mental illness (schizophrenia, major depression, bipolar disorders), children with serious emotional disturbances, and those with a mental health diagnosis. RMH is funded by the Mental Health Services Act (MHSA) in partnership with Fresno County Department of Behavioral Health.

JOB SUMMARY

The Screening Specialist reports to the Program Director and Screening and Referral Clinical Manager and is responsible for screening of referrals to assign assessment appointments in accordance with program contract requirements.

ESSENTIAL JOB RESPONSIBILITIES

  • Screen and triage all new client referrals to the program. Assist Screening Clinician to prioritize access for intake and assessment appointments.
  • Complete the disposition status on the Electronic Medical Record System for all referrals, after determining appropriate level of support and eligibility for services.
  • Interact with community partners to receive and make referrals. Links those referrals that can be served in a lower level of care in the community such as to a primary care setting.
  • Work with admission specialist to schedule an assessment appointment, complete intake and eligibility.
  • Maintain a caseload of referrals.
  • Employees shall follow the reporting requirements for incidents of Child Abuse, Elder Abuse, Adult Abuse, Dependent Adult Abuse, and Tarasoff warnings per California reporting laws.
  • Document services to meet all clinical program and state requirements, including Short-Doyle/Medi-Cal requirements, noting significant intervention and progress toward development and attainment of a treatment plan.
  • Meet with clinical mental health services staff for the purpose of reviewing client progress and to assure quality treatment planning.
  • Review client files at the time of client discharge, and evaluate for completion of documentation, making written notes of findings, and review findings with counseling staff for the purpose of quality assurance.
  • Attend and participate in staff meetings and on-site staff training.
  • Provide direct services in the clinic, and in the community, including individual and group treatment, case management, and consultation, as necessary.
  • Will drive on Agency business.
  • Will think and act quickly and efficiently in emergencies.
  • Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, clients and others.
  • Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from scheduled hours are disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

  • Bachelor's degree in a behavioral science, Bachelor’s degree in related field that is directly related to the specific responsibilities of the job.
  • Three (3) years' experience in the mental health field, with experience with the major diagnosis listed in the DSM 5, and the ability to identify the diagnosis and severity, or a Master’s Degree in a behavioral science related field (i.e., psychology, MSW, etc.).
  • Demonstrated knowledge in mental health services with minors, adults, and/or families.
  • Knowledge of mental illness and effective treatment approaches to mental disorders.
  • Experience with co-occurring substance use disorders and treatment modalities.
  • Communicate effectively in written and spoken English.
  • Ability to communicate effectively in written and spoken Spanish and/or Hmong is preferred.
  • Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  • Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  • Ability to pass a criminal background check.
  • Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
  • Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.

ESSENTIAL JOB REQUIREMENTS FOR BILINGUAL SKILL

  • Communicate effectively in written and spoken Spanish.
  • Required ability to communicate effectively with monolingual Spanish speaking clients and families for all clinical purposes.
  • Assist with phone calls for Spanish clients.
  • Required to provide language translations for case managers and Physicians on a periodic basis.
  • Minimal adequate competency in the Spanish language as evidenced by successful passage of the TPOCC Spanish Competency Test.
  • Other translation tasks as required.
