Position Description

The Risk Management Coordinator (RMC) position is to develop and improve the training program to align with all departments. The RMC serves as the primary liaison with field staff regarding training and development. The position provides essential service and support to our Risk Management Division and the operations. This person will produce training material content and administer scheduled training sessions to the precinct. This position will respond to emergencies, investigate complaints, and aid in the mitigation of risk for precinct.

Duties and Responsibilities:
  • Organize, oversee, and manage training projects.
  • Create, implement, and maintain processes that maintain compliance with pertinent OSHA and EPA requirements and best practices.
  • Develop and conduct periodic emergency response drills and exercises.
  • Responsible for the development/revision of training program materials for safety, security and emergency response programs.
  • Propose safety policies and procedures, monitor its implementation and provide an independent review on its effectiveness.
  • Develop training aids such as manuals and handbooks.
  • Design and apply assessment tools to measure training effectiveness; organize, develop or source training programs to meet specific training needs.
  • Identify internal and external training programs to address competency gaps; teach initial trainings, refresher trainings, and continuing education training classes.
  • Responsible for developing, planning and implementing risk management, safety, and emergency management policies and procedures for Precinct 2.
  • Conduct accident investigations, ensure all reports are properly completed and filed as required and identify necessary training for preventing future accidents.
  • Plan, develop and implement training for new employees; coordinate and conduct ongoing employee training. Plans, implements, and conducts preventative care, safety, and compliance training programs.
  • Conduct field inspections to ensure compliance with health and safety standards; ensure safety compliance with federal, state, and local regulations or orders, as they pertain to county government
  • Conducts safety meetings, audits, and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
  • Plans, implements, manages, and maintains comprehensive environmental safety & health programs on premises or at project site locations.
  • Provides project management team with guidance on health and safety and confirm project site fulfills industry, local, state, and federal guidelines and regulations.
  • Collaborates with management to develop an Emergency Action Plan and serve as primary contact for project site injury and incident notification, investigation, and case management.
  • Maintains a written log of safety inspection activities, reports, and correspondence.
  • Guarantees that all work is performed in accordance with approved manuals, internal policies and procedures, contract documents, and good engineering practices.
  • Coordinate with industry and internal County departments.
  • Attend county and local meetings pertaining to public safety as requested.
  • Assist with constituent complaints regarding public safety concerns Secure technical and financial assistance available through state and federal programs.

Requirements

Education:
  • High School Diploma
Experience:
  • 2 years’ experience in a Risk Management, Safety, Emergency Management field
OR
  • 4 years of experience in Regulatory Training & Development or Construction or Road & Bridge or Infrastructure
Knowledge, Skills, and Abilities:
  • Knowledge of adult instructional and learning theory and principles
  • Knowledge of instructional design
  • Knowledge of training methodologies
  • Knowledge of learning management systems
  • Knowledge of competency assessment
  • Excellent organizational, planning, and priority setting skills
  • Ability to oversee and manage multiple projects concurrently with time sensitivity deadlines
  • Proficient in using Microsoft software products such as PowerPoint, Publisher, Word, Excel, Outlook, etc.

Position Type and Typical Hours of Work:
  • This is a full-time position.
  • Days and hours are typically Monday through Friday, 8:00a.m. to 5:00p.m.
  • Hours may vary based on business needs of the department and some weekend, evening hours or holidays may be required during special events.
