Overview
The Regional Manager, Government and Public Affairs will support Holcim Building Envelope’s (HBE’s) efforts to advance priority policies, projects and solutions that support the decarbonization of the built environment. The teammate will work closely with the business, public, government and private partners to support policy and procurement proposals for solutions that improve the built environment through lower impact manufacturing processes, transparency, improved resiliency, efficiency and or lower overall environmental impact. The teammate will research, analyze, write, and communicate internally and externally on relevant state and federal developments in climate and energy policy. The teammate will provide subject matter expertise and guidance to internal and external stakeholders on public policy priorities. The teammate will work closely with senior management for Holcim U.S. and HBE to advance HBE’s priorities.
Responsibilities
- Represent HBE in Washington DC at the federal and state level, including on Capitol Hill and in relevant agency contexts.
- Play a significant role in developing and implementing climate change and clean energy policy initiatives
- Monitor, analyze and prepare strategy for emerging and existing regulatory and legislative issues impacting HBE
- Serve as primary point of contact for HBE-specific research or funding opportunities with the Department of Energy or other stakeholders
- Advance policies regarding low carbon public procurement
- Seek opportunities for HBE to differentiate with existing and/or new innovative products and solutions that can contribute to a positive built environment.
- Elevate the political and economic profile of climate change solutions offered by HBE
- Develop collaborative partnerships with external stakeholders, including but not limited to local, state, and federal governments, non-profit organizations, trade groups, academia, and other audiences
- Ensure HBE support of trade organization strategies are consistent and aligned across HBE and with Holcim, at large
- Manage special projects on matters related to climate, energy, environment, and manufacturing
- Prepare advocacy materials including presentations, testimony, and white papers
- Ensure safety, legal, and ethical compliance with internal policies and external local, state and federal requirements
Relationships with Other Jobs
Work closely with Holcim U.S. and HBE senior management to advance HBE climate change goals and solutions. Work across all business units within HBE to support Holcim’s sustainability goals.

Qualifications
- Bachelor’s degree in political science, environmental policy, energy policy management or other relevant field and 10-15 years related experience or equivalent combination
- Advanced degree in business, economics, and/or law preferred, MBA and/or JD
- Outstanding written and oral communication, negotiating, and organizational skills
- Broad understanding of technical, economic, and policy-based changes occurring in clean energy, grant writing and climate change
- Working with government agencies, elected officials, non-profit, and corporate partners, including experience in presenting, convening meetings, and facilitating a dialogue
- Identifying key stakeholders, building networks with diverse participants, and facilitating collaborative dialogue
- Coordinating projects in a decentralized organization and working in a team setting to achieve optimal results
- Researching information from divergent sources and compiling it into a cohesive reporting structure
- Designing, implementing, and directing complex projects and ensuring accountability
- Experience writing or coordinating applications for federal and/or state grants
- A detailed understanding of the federal procurement process and reporting requirements
- Must be results driven
