Job Summary/ Description:

As directed by the Field Operations Manager, the Purchasing Manager will coordinate all activities involved with procuring goods and services such as materials, equipment, tools, parts, and supplies for jobs and owned equipment. Reviews requisitions from field when submitted and develops procurement plan by conferring with warehouse personnel and vendors to obtain product or service information such as price, availability, and delivery schedule. Selects products for purchase by testing, observing, or examining items as they relate to the items needed by the field or office. Will estimate values of products and services according to knowledge of market prices. Determine the method of procurement such as direct purchase or low bid. Prepare purchase orders and/or requests for quotation. Review quotes and negotiate purchase orders within budgetary limitations and scope of authority. Maintain procurement records such as items or services purchases, costs, delivery, product quality or performance and inventories. Discuss defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action.

Essential Functions and Responsibilities (Other Duties May Be Assigned to Meet Business Needs):

  • Review material requisitions from the field and determine the best supplier for the purchase, rental or service required.
  • Prepare purchase orders and route both internally and externally.
  • Review receiving documents from the field and match to the appropriate PO’s.
  • Reconcile any discrepancies found between purchase orders and actual invoicing (including sales tax) with the appropriate vendors.
  • Monitor and follow up on back ordered materials to prevent duplication of orders.
  • Monitor and follow up on material returns to assure proper credits are received.
  • Manage the length of stay of rental equipment at the job sites (i.e. calling equipment off rental even though it’s not being removed from the site).
  • Keep rental log updated.
  • Track warehouse inventory, including determining the optimum amount of inventory to be kept on hand for various items.
  • Coordinate with the project manager/superintendent/foreman for the optimum delivery time of materials or equipment needed on a specific job site.
  • Maintain an accurate inventory and location of company owned tools.
  • Ensure that warehouse and surrounding areas are kept clean and organized.

  • Ensure that all tools are logged and marked according to company standards.
  • Repair or replace damaged tools as needed.
  • Supervise work activities of the Warehouseman/Driver, Prefab Supervisor and Purchasing Assistant.

Financial Responsibilities:

Employees who handle monetary transactions (i.e. cash banks, checks, cash, credit cards, etc.) will follow established cash handling procedures as outlined in the Employee Handbook.

  • Ability to effectively present information to top management, public groups, and/or board of directors.

Technical and Mathematical Skills:

  • Understanding of Basic Accounting Principles
  • Understanding of construction accounting and job costing principles and theory
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical solutions

Reasoning Ability:

  • Ability to define problems, collect data, establish facts and draw valid conclusions
  • Ability to interpret an extensive variety of technical instruction in mathematical or diagram form and deal with several abstract and concrete variables
  • Ability to demonstrate accuracy and thoroughness and monitor own work to ensure quality

Education and/or Experience:

  • Bachelor’s degree (B.A.) or one to two years related experience is preferred
  • 4-year degree and/or relevant construction purchasing experience is preferred

Certificates, Licenses, Registrations

  • Certified Purchasing Professional (CPP) designation preferred
  • Certified Professional in Supply Management (CPSM) designation preferred

Compensation:

Hiring Range: $75,000 to $110,000 per year, salary exempt
