Project Manager in Contracting SME For a Government Agency

Pay Range
$65/hr.-$75/hr.
Summary/Objective:
The contractor will provide project management services that support the development of project procedures from initiation, planning, execution, regulation, and closure, as well as guidance on the operational impact and alignment with Departmental policies, directives, goals, and objectives. This is a remote position, with no travel required.
Essential Duties:
Project Management Services
1. Develop and implement project procedures in alignment with Departmental policies, goals, and objectives.
2. Prepare a comprehensive Management Plan outlining the execution of all activities specified in the PWS.
3. Assign and oversee qualified personnel to meet contract requirements and manage resource allocation.
4. Act as the Program Manager with overall responsibility for organizing, planning, executing, and controlling all contract elements.
5. Act as the primary point of contact for contract activities with Government officials and Department personnel.
6. Participate and collaborate in contract management, acquisition, budget, and ad-hoc meetings with relevant stakeholders.
7. Prepare biweekly Contract Status Reports, including staffing requirements, project activities, and identification of obstacles, issues, and successes.
8. Assist in funding and Equitable Adjustment negotiations with Contracts, Vendors and COR’s.
9. Create queries and reports to pull both financial and procurement data needed in the monthly reconciliation of funds.
10. Evaluate quarterly the accuracy of established baseline costs/labor and schedule estimates for a predefined set of reporting categories and analyze reported actual cost/labor hour as well as schedule data against the baseline.
11. Prepare funding presentations as requested.
12. Assist in coordinating and participating in quarterly program review sessions, including discussions on service delivery, project status, and execution roadmap.
13. Utilize the Department's provided repository for information and documentation, ensuring proper version control and document marking.
14. Establish and maintain non-disclosure agreements with contractors for the protection of proprietary information.
15. Ensure proper classification and version control of documents and emails containing Controlled Unclassified Information (CUI).
ETS Infrastructure Data Support & Management
1. Gather detailed data to support Senior Management Reporting across the Enterprise Technology Service (ETS) division.
2. Support the gathering, compilation, and drafting of responses to data calls and inquiries, both internal and external to the Department.
3. Generate reports from Department systems and analyze data to support ETS with data calls and process improvements.
4. Assist with the development of the credit lines, chargeback reports, cost tracking, and financial transactions needed for quarterly and annual reconciliation against ETS contract credit lines.
5. Provide historical and trend analysis on collected information, offering recommendations for process improvements.
6. Make recommendations based on analyzed and evaluated data, providing alternative approaches and feedback.
7. Create presentations and other deliverables using obtained, analyzed, and evaluated data.
Cross-Functional Support
Cross functional tasks described below represent activities required to be performed in a standardized, coordinated fashion in support of each of the Tasks described above. Cross functional support activities required for each Task will vary as necessary and as applicable.
Operational Performance Monitoring and Reporting Support
1. Monitor ETS portfolio performance standards and metrics, reporting on achieved outcomes and monitoring operations.
2. Review ETS contract service performance metrics, develop action plans, and promptly notify the Department of any issues.
3. Apply Quality Management principles while monitoring ETS services.
4. Attend and facilitate meetings, providing comprehensive meeting minutes and recommendations on ongoing discussions or negotiations.
Organizational Process Documentation and Improvement
1. Evaluate ETS contract processes and procedures, making recommendations for improvements.
2. Participate in formal documentation of Department and PIVOT processes, updating them throughout the contract lifecycle.
Process Improvement
1. Facilitate strategic planning, prioritize initiatives, and centralize requests for new products and services.
2. Define processes, policies, or procedures to help guide teams during various project phases.
3. Collect, score, and prioritize demand based on enterprise value and develop a framework to manage demand.
4. Elicit requirements and develop functional requirements for system enhancements.
5. Develop and maintain resource allocation backlog, portfolio backlog, and project documentation.
6. Conduct process assessments, provide recommendations, and support the implementation of improved processes.
7. Provide ongoing support and training to process owners during contract migrations.
8. Document issues, pitfalls, and changes to charge-back methodologies.
9. Offer consultative support related to process improvement tools and solutions.
10. Implement new processes and ensure consistency between documented and deployed processes.
11. Other tasks and responsibilities may be assigned as necessary.
Knowledge, Skills, and Abilities:
1. Advanced Microsoft Excel skills
2. Excellent analytical skills that allow for the development of data-driven reports.
3. Proven working experience as a project administrator in the information technology sector.
4. Solid technical background, with understanding or hands-on experience in software development and web technologies.
5. Strong familiarity with project management software tools, methodologies, and best practices
6. Ability to understand complex structures and adapt in practice.
7. Ability to identify and mitigate risks.
8. Knowledge of government contracting procedures, CUI, and be able to work collaboratively with various stakeholders.
9. Excellent client-facing and internal communication skills
10. Solid organizational skills including attention to detail and multi-tasking skills.

Supervisory Responsibility
This position has no supervisory responsibilities.
Work Environment
This is a remote position.
Expected Hours of Work
Full Time, 40 hours per week. Days and hours of work are Monday through Friday, 9 a.m. to 5 p.m.
Required Education and Experience
1. Bachelor’s degree in business administration, management, or related field.
2. Minimum of fifteen (15) years Microsoft Office Experience (Excel, Word, and PowerPoint)
3. Minimum of fifteen (15) years federal government experience.
4. Minimum of fifteen (15) years budget formulation and forecasting experience.
5. Minimum of fifteen (15) years contract management, data analysis, and process improvement experience.
6. Minimum of ten (10) years experience working in an IT environment.
7. Minimum of ten (10) years Project Management
8. Experience seeing projects through the full life cycle.
9. OPM National Background Investigations Bureau (NBIB) 6C Public Trust Eligible.
Preferred Education and Experience:
1. Bachelor’s degree, preferably in Accounting/Finance
2. Project Management Professional Certification (PMP)
