Job description
As part of BCPH’s Community Health Division, the CSAP Program emphasizes a strengths-based approach to increasing protective factors for youth and young adults while promoting the principles of Positive Youth Development in Boulder County. This position is supported by a grant from SAMHSA through February 2026.

This is a full-time, benefited position. This position will work Monday - Friday 9:00am - 5:00pm with flexibility and with evening and weekend community events. This position will work remotely and out of the Public Health Sundquist building located at 3482 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $67,944.00 - $82,896.00 Annually
Tentative Hiring Timeline:
- Phone Screening: week of June 5th
- First Round Interviews: week of June 9th
- Second Round Interviews: week of June 14th
- Language Proficiency Test: week of June 15th
- Reference Check: week of June 15th
- Manages the day-to-day implementation of the A la Raiz/To the Root project
- Mobilizes community partnerships to identify and solve community health problems such as substance use and negative mental health outcomes, leveraging resources and promoting coordinated efforts toward shared goals, which include developing relationships and convening and facilitating meetings and work groups
- Supervises, coaches, and conducts performance evaluations for the Community Health Research and Engagement Specialist
- Utilizes multiple sources of data to monitor and analyze health status among community residents. Uses these data to identify root causes and contributing factors to be addressed through interventions to reduce substance use and promote mental health
- Applies established public health concepts and evidence to plan and implement strategies that address community needs. This includes population-based strategies that provide people with information and resources to make informed decisions about healthy behaviors; promote organizational and public policy to support individual and community health efforts; and establish healthy social norms related to use of alcohol, marijuana, and prescription drugs
- Trains internal staff and community partners on prevention and harm reduction best practices and planning methodologies
- Identifies model interventions from around the state and nation and assesses applicability as innovative solutions
- Creates and maintains diverse community- and agency-based partnerships that advance agency, division, and program goals
- Acts as an advocate for LGBTQIA+ and Latine persons at all times
- Maintains an intersectional and anti-oppressive racial justice lens throughout all areas of work
- In partnership with the community, develops community and social media messaging around substance use prevention and harm reduction.
- Assists in grant-writing efforts, prepares grant reports, and monitors contract requirements
- Monitors, reports, and assesses project budget resources and opportunities; administers assigned resources; and makes budget recommendations that reflect project and department priorities
- Develops, implements, and monitors systems of program data collection to evaluate the effectiveness and quality of interventions
- As needed, represents BCPH in relevant local and state substance abuse efforts, including coalitions, committees, and work groups
- Attends local, regional, and national trainings, as required
- Participates in BCPH Community Health Division efforts to create a community that trusts, values, and respects youth through the promotion of youth protective factors and the principles of Positive Youth Development
- Enlists others to advance the vision of the program and the agency
- Performs related duties, as required
- May be reassigned in emergency situations (floods, wildfires, disease outbreaks, etc.)

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a Bachelor’s degree from an accredited college or university in public health, social work, human services, youth development, social science research or a related field; and 2 years of professional experience in public health, social science research, community engagement or related programs. Additional related education may apply toward required experience.
- Applicants must demonstrate fluency at the time of the pre-employment screening process. Spanish language proficiency will be determined through standardized demonstration and written and oral testing.

- Must have a valid driver’s license in good standing, adequate insurance, and access to reliable transportation that is readily available for business use.

- Experience and knowledge of LGBTQIA+ policy issues that impact LGBTQIA+ youth, its intersections, and other underserved identities.

- Thorough knowledge of and demonstrated commitment to health and racial equity.
- Thorough knowledge of behavioral and mental health and harm reduction.
- Experience with qualitative and quantitative data collection and analysis.
- Skilled in effective grant management.
- Team building and meeting facilitation skills.
- Ability to supervise and support project staff and volunteers.
- Excellent written and oral communication, as well as presentation skills.
- Administrative skills in planning, organizing, prioritizing, budgeting, problem-solving, and negotiation.
