UNCLASSIFIED POSITION IN THE DEPARTMENT OF SENIOR SERVICES
Minimum Qualifications:
Bachelor's Degree in Business or Public Administration, Social Work, Human Services or a related field required; supplemented by five years of experience in managing community or social services programs, to include two years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:
The purpose of this classification is to perform duties related to overseeing, managing and organizing Fulton County program services and activities. Responsibilities include planning, coordinating, and evaluating projects, major studies, reviews, and initiatives, for various programs within assigned department; providing technical assistance and training for contract agencies; and managing assigned staff. Areas of assignment may include management of programs and services, some positions may mange one or more multipurpose facilities and/or management and oversight of programs.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
May develop and maintain records that provide for proper evaluation, control, and documentation of assigned program; prepares summary report for each agency, notifying agencies of any areas of non-compliance, and assuring corrective action is taken; notes any findings and request written response from the agency on progress toward completion of corrective actions and quality improvement project progress; collects and analyzes the program performance measures and other data; reviews and analyzes sub recipient-level and system –level data collection system; recommends, develops, implement, and evaluate quality improvement projects.
Coordinates projects, major studies, reviews, initiatives, and grants related to the delivery of assigned programs.
Oversees work of contracted contract agencies in the provision of assigned programs: provides technical assistance and training; establishes performance and communication expectations; interprets Federal and State program standards; receives/reviews monthly reports; records and tracks contractor performance; authorizes invoices for payment; and coordinates with quality assurance officer, County staff, and contract agencies in the development of corrective actions as needed.
Develops, prepares and submits proposals for grant opportunities: participate in the application for service grants; develops budgets for grant funds; prepares and submit annual updates for awarded grants; monitors and reports program performance related to awarded grants; participates in meetings with grantors, as required; ensures that documents required for awarded grants are properly executed and submitted; and coordinates/participates in internal/external audits related to grant funds.
Enforces rules, regulations, and procedures related to the provision of program services.
Provides and interprets Departmental and Countywide policies and procedures.
Assists in developing, maintaining, and supervising a monthly reporting system for program plans, input/output, and evaluation of programs related to assigned departments.
Markets and promotes program services: conducts meetings, hearings, presentations, and serves on committees.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
