Who we are
The Human Resource Services Division (HRSD) is a division within the
Office of the State Court Administrator
(OSCA) of the Oregon Judicial Department (OJD). HRSD provides OJD with full-service consultation and advice supporting its workforce of judges and staff in circuit, appellate, Tax Court, and OSCA. We ensure that OJD meets its statutory and compliance obligations as an employer; is consistent with its administration, personnel policies, rules, and records; and delivers employee education and professional development. We also oversee efficient and accurate payroll and benefits.

  • The annual salary for this position is $62,753 -$97,351.

Position Highlights
We are hiring a Payroll and Benefit Specialist 2 to join us as at HRSD. In this role, you will lead the development and implementation of payroll projects. As such, you will be the primary trainer and responsible for developing and maintaining training materials for payroll staff.
You will coordinate OJD’s payroll and administer the department’s insurance benefit programs, handling the most complex issues that arise. You will be auditing and reconciling accounting reports, identifying then correcting data in our payroll system. In doing your work, you will interpret laws, rules, and policies to ensure compliance with payroll and benefits.
You will assist customers—most of whom are current employees and judges—with questions about payroll and benefits. This will include processing timesheets and reconciling discrepancies, making any corrections, and communicating with employees, supervisors, managers, or administrative authorities. You will also help in processing garnishments and employee and judge separations and retirements.
Research, calculations, and communication will be an important part of your work as you enter a variety of payments or adjustments affecting payroll, such as pay-off requests, advances, check reversals, or SAIF time-loss payments.

Minimum Qualifications

The qualified candidate must have at least three (3) years of experience administering payroll and benefits.
AND
Must possess an Associate’s Degree in Accounting, Bookkeeping, Business Administration or a related field.
OR
Any combination of
education and experience
equivalent to five (5) years that supports the knowledge, skills, and abilities for this position.

Requested Skills and Attributes

  • Experience with public sector payroll.
  • Experience with Workday payroll or other automated payroll system.
  • Experience with Workday (HRIS).
  • Experience communicating and providing customer service to a variety of individuals in a busy professional setting.
  • Experience explaining laws, requirements, rules, policies, or business processes to others in plain language.
  • Experience meeting strict deadlines with a heavy workload.
  • Experience and proficiency using computers to access and input information and to complete a variety of tasks.

Working Conditions
  • This is a full-time, FLSA non-exempt position and the work schedule currently is 8:00 a.m. to 5:00 p.m., Monday through Friday. It is eligible for overtime compensation for hours worked in excess of 40 per work week.
  • Occasional early morning, evening, and/or weekend or holiday work required.
  • Remote work may be available for this position. All remote work assignments begin, end, or change only with administrative authority approval.
  • Frequent contact and communication with people from diverse cultural, educational, and socio-economic backgrounds who may be confused or frustrated.
  • At times, there will be long periods of sitting and working at computer monitors. Ability to bend, stoop or squat, and reach. Ability to lift up to 25 pounds and may need to infrequently lift up to 50 lbs with assistance.
  • The position has a normal office layout and setting. Must be familiar, experienced, and comfortable with using a full array of current technology and office software programs for accessing and performing work and research, and for communications on and off the worksite. The following equipment may be used: telephone, OJD-assigned laptop, videoconferencing equipment, copy machine, scanner, and fax machine.
