The Research Foundation for Mental Hygiene, Inc. is seeking a highly skilled and motivated individual for a full-time Mental Health Program Specialist II position in the Office of Mental Health (OMH) Hudson River Field Office, located in Poughkeepsie, NY. The position's primary functions will be regional certification and licensing activities.


Function and Scope

The Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist II, Grade 23, Licensing Team position in the OMH Hudson River Field Office. This position will manage activities related to the certification and oversight of OMH licensed services in the 16-county OMH Hudson River Region and lead specific projects as assigned. Under the direct supervision of the Field Office Licensing Director, the candidate will be responsible for monitoring and assessing service compliance and the provision of quality care, working in close communication with the OMH Bureau of Inspection and Certification and other OMH Central Office bureaus and Field Offices. Additionally, the selected candidate will be a key Field Office Team member interfacing with all other specialty assignment areas within the Field Office (i.e. Medicaid managed care, community budget, Assisted Outpatient Treatment Coordination, Child and Family Services and Regional Peer Advocacy). The OMH Field Office is focused on meeting various goals and objectives in the oversight of OMH licensed services.


  • The incumbent will assist in maintaining the currency of OMH certified programs, provide technical assistance and guidance to existing and new programs within the Field Office and based on assignments, will be required to travel. In coordination with OMH Field Office Licensing Team members, lead and assist with reviews and certification of licensed Inpatient, Outpatient and Residential Programs to ensure that programmatic operation is consistent with Mental Hygiene laws and OMH regulation and established standards of care.

Responsibilities

The Mental Health Program Specialist II will demonstrate their ability to manage multiple deliverables simultaneously, work in a multidisciplinary team, and communicate with professionals with both clinical and non-clinical backgrounds. The Mental Health Program Specialist II should also have knowledge of data management and analysis, excellent organizational skills, and the ability to work independently. Under the direct supervision of the Field Office Licensing Director, responsibilities will also include, but are not limited to, the following:


  • Develop and maintain knowledge and familiarity of New York Codes, Rules (NYCRR) and Regulations and Mental Hygiene Law (MHL)
  • Conduct on-site inspections of certified mental health programs including inpatient, outpatient, and community residential programs to determine compliance with applicable Mental Hygiene Regulations (NYCRR) and Mental Hygiene Law (MHL).
  • Prepare final recommendations and written reports for renewal of certification and the issuance of an operating certificate.
  • Provide technical assistance to programs certified by NYS OMH.
  • Review, evaluate and summarize Requests for Proposal (RFP) submissions and Prior Approval Review Applications for new program, service additions and expansion to determine compliance with applicable program standards and expectations. Coordinate with counties regarding community need.
  • Tracking, monitoring, and analyzing psychiatric inpatient bed data to address regional capacity, need, and to improve data reporting by hospitals licensed under both Article 28 of Public Health Law and Article 31 of Mental Hygiene Law. Provide technical assistance for bed access as needed.
  • Manage and track concerns and complaints received regarding services, assist the concerned party and provider in finding timely resolution and identify access and quality service delivery trends.
  • Develop written guidance materials, forms, and documents, as needed.
  • Interface professionally with the Local Government Unit and their community providers of mental health services. Develop an understanding of the communities' system of care.
  • Coordinate and manage other specific special projects, as assigned.


Minimum Qualifications

  • A Bachelor's Degree or equivalent related experience in Psychology, Social Work, Mental Health Counseling, or related field, plus two (2) years of direct care or quality review experience OR

(5) years of direct care or quality review experience in the Behavioral Health field


Preferred Qualifications

  • Experience working in county or state level oversight position for behavioral health services for at least two (2) years.
  • A Master's Degree in Psychology, Social Work, Mental Health Counseling, or related field.
