Job description
The Records Manager provides essential leadership and support of records retention activities, including the creation and management of the central records repository for Baltimore City Public Schools (City Schools). The Records Manager will oversee the Records Management Department, records digitization efforts, and the fulfillment of transcript requests. The Records Manager will collaborate with staff across the district and provide records management training for Records Liaisons and other City Schools employees, as appropriate. The Records Manager will serve as the primary records management contact for City Schools and serve as a liaison with the Maryland State Archives and the Maryland State Department of Education (MSDE). The Records Manager will ensure the timely transfer of permanent records to the Maryland State Archives and dispose of records in accordance with state law and City Schools records retention schedules.
- Serves as the City Schools' expert on processes and expectations for records management, digitization, archival, disposal and retention policy (EHB, EHB-RA).
- Oversees the Office of Records Management, the digitization of student records, and the fulfilment of transcript requests.
- Collaborates with staff in the Office of Legal Counsel to fulfil subpoena requests, update records retention schedules, updates to Board Policy JRA (JRA-RA) and provides updates to the Board through compliance reports.
- Develops guidelines and provides district-wide guidance on the creation, maintenance, and use of records across City Schools, manages records dispositions and accessions, and applies controls for the digitization and archival of records and the transfer of permanent records to the Maryland State Archives.
- Serves as the lead expert on records scheduling, managing the updates and dissemination of retention schedules and authority to dispose of records for City Schools.
- Coordinates and participates with City Schools staff on record retention updates and schedules.
- Consults as required with offices and schools relative to records schedules, record dispositioning activities, digitization efforts, and archival of documents in the central records repository.
- Implements and supports tools for the management of records in all formats, including electronic records content storage, and other records management software applications and services.
- Represents City Schools when collaborating with records vendors to ensure that contractors meet the commitment of their contracts, ensures proper development of requirements, and monitors progress and budget associated with vendor's area of responsibility.
- Performs and promotes all activities in compliance with equal employment and non-discrimination policies; follows federal laws, state laws, school board policies and the professional standards.
- Bachelor's degree and 5 years of relevant experience; Master's degree and 3 years of relevant experience, or PhD. and 1 year of relevant experience. Degree(s) must be from an accredited college or institution.
- Project Management Professional certification strongly preferred.
- Experience managing projects related to records management and implementing process improvements for a large organization.
- Strong analytical and problem-solving skills.
- Knowledge of educational research and urban education policy issues preferred.
- Ability to work effectively in fast-paced environment with high-priority deadlines and multiple stakeholder viewpoints.
- Excellent written and verbal communication skills including comfort with presenting and training in both one-on-one and group settings.
- Proficient in the use of computer applications, especially Microsoft Excel. Including ability to develop pivot tables and charts, v-look up formulas, and other formulas as needed.
- Ability to demonstrate dedication to vision, mission, goals, and objectives of City Schools so that each child will succeed.
