GENERAL DESCRIPTIONUnder the general direction of the Assistant Director of Human Resources, improves productivity of City employees by overseeing the development, coordination, and presentation of training and development programs for all City employees. Assesses organizational and developmental needs to drive training initiatives including curriculum development; instruction; professional development, and education and workforce development activities. Identifies and arranges training solutions. Actively searches, creatively designs, and implements effective methods to educate, enhance, and recognize performance.
SUPERVISION EXERCISED
This position exercises no supervisory functions.
IMPORTANT AND ESSENTIAL DUTIES
Conducts learning needs assessments to identify individual, group, team, divisional, departmental, and organizational training opportunities.
Analyzes, researches, develops, designs, administers, coordinates, organizes, and implements training programs in support of the City’s development strategy, aligned with the organization’s mission and core values.
Develops curricula, programs, and materials for the training function. Conducts classroom training as well as coordinates other training resources.
Manages and oversees the Service Awards program.
Fosters the development of a learning organization culture and continuous learning environment, to include research and recommendations for enhancement.
Tracks and reports upon employees’ status and completion of training requirements to include the Technical Training, Certification, Licensing Reimbursement Program and external training programs.
Drives to various City departments/divisions for training purposes.
Provides consulting services to departments in all aspects of training and analyzes training requests, making recommendations to the appropriate person. Consults with department teams to facilitate employee development and problem solving. Provide confidential information, assistance, and technical advice to supervisors and employees concerning human resource related matters.
Manages the training department’s development, monitoring, and planning of budget processes as well as organizational improvement strategies. Processes check requests and purchase requisitions, manage P-Card purchases, and assists with informational updates for budget tracking for Development and Wellness expenses.
Develop and maintain the Training site on the City’s intranet and may assist with the development and maintenance of the Wellness intranet site.
Locate, screen, invite, coordinate, and facilitate external professionals for special training topics and presentations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Principles and practices of adult training and development. Familiarity with traditional and modern training methods (mentoring, coaching, on-the-job or in-classroom training, e-learning, workshops, etc.).
Microsoft Office and Google Suite especially Excel and Sheets to facilitate the creation of reports and management of tracking progress for 1,500+ employees.
General state and federal employment laws, guidelines, and practices; compensation and classification structure; and Human Resource field related practices.
Organizational/departmental needs assessment methods, data collection, and statistical analysis.
Skill to:
Develop, coordinate, implement, present, and evaluate formal and informal training programs to all levels of employees in both small and large group settings.
Proficiency in using a variety of computer software applications, especially office processing applications as well as various operating systems and HRIS software systems.
Maintain a high level of confidentiality and handle sensitive situations and documents.
Problem-solve using analysis and critical thinking to resolve issues.
Proof-read documents and training materials with exceptional attention to detail in composing documents and reports.
Operate a computer and standard office equipment.
Speak to various staff levels in both small and large group settings.
Ability to:
Self-motivate and effectively establish priorities and meet deadlines as well as multitask and prioritize several projects simultaneously potentially with competing deadlines, to include planning, evaluating, and following up on HR and training-related assignments.
Work under pressure to produce technically excellent content with a clear message while being mindful of audience, purpose, and medium.
Professionally and clearly communicate both orally and in writing.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels.
Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
A minimum of five (5) years of progressively responsible experience in training and development, organizational development, secondary education, or business administration is preferred.
Education/Training:
A Bachelor’s degree in Human Resources, Business Administration, Training and Development, Secondary Education, or a related field with related coursework in the areas of training and development is required.
License or Certificate:
A Certified Professional in Learning and Performance (CPLP) certification is preferred, but not required.
A valid Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
Special Requirements:
Essential duties require the following physical skills and work environment:
Ability to travel to various locations throughout the City for training purposes.
