DEFINITION:
Writes, develops, and administers grants and funding proposals to support the mission and activities of Partnership Health Center (PHC) and serves as a member of the leadership team within the Innovations department at PHC.
REPRESENTATIVE EXAMPLES OF WORK:
Leads and coordinates efforts to prepare and submit applications for project funding across PHC sites and services lines. Responsible for all aspects of grant writing and reporting including researching, writing, formatting, preparing, and submitting grant applications on behalf of PHC.
Collaborate with cross-departmental teams to strategize, write, and coordinate proposals while ensuring compliance with all RFP requirements. Facilitates strategy and program design sessions for grant submissions.
In collaboration with PHC finance department Receives and disburses funds prepares periodic financial and performance reports; ensures compliance with all applicable rules and regulations and monitors project/program progress. Prepares project and program budget. Performs financial or credit analysis for matching fund requirements.
Tracks grants information and reporting deadlines and submits accurate reports on time; Assists with the design, development, and production of measures to meet grant reporting requirements and deadlines; ensures compliance with all applicable rules and regulations; and monitors project/program progress. Design and maintain an organization-wide grants calendar and dashboard tracking tools.
Research specific issues and conducts needs assessments on an annual basis; responds to identified needs; and collaborates to develop proposals for new programs or to enhance existing services, including interprofessional educational opportunities.
Serves as a liaison with outside partners on specific grants. Participates in public forums and planning groups to examine issues. May collaborate with Missoula County Grants Division on grants projects.
OTHER DUTIES:
May serve as project lead on a small portfolio of grants, including administering sub-grants to partner organizations.
Performs related work as required or directed.
SUPERVISION RECEIVED: Works under the general direction of the Director of Innovation.
SUPERVISION EXERCISED: None. May serve as coordinator providing project-specific leadership and oversight for employees, volunteers and student interns as assigned.
WORKING RELATIONSHIPS: Has numerous contacts with local, state, and federal government offices; service organizations and agencies; private consultants; community leaders, members of specific target populations and the general public. Has frequent contact with PHC administration, managers, physicians, nurses, other health care professionals, and staff. Contacts are to acquire or provide information; to coordinate activity on grants applications; and to prepare summaries for the grants approval committee.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
KNOWLEDGE: Thorough knowledge of English grammar, spelling, and punctuation. Thorough knowledge of standard grant application procedures including proposal development and preparation; financial reporting; and program evaluation. Considerable knowledge of the general principles of grants administration. Considerable knowledge of the principles and practices of public administration and records management. Considerable knowledge of local, state, federal and private grant programs. Considerable knowledge of the federal 330-grant processes. Working knowledge of the principles and practices of HIPAA compliance. Working knowledge of the PHC Corporate Compliance Guidelines. Basic knowledge of project management). Strong analytical and statistical skills.
SKILLS: Skill in the use of personal computer (word-processing, spreadsheet, and data base software). Skill in the use of grants.gov and the federal electronic handbook (EHB). Skill in the use of electronic health records and reporting software.
ABILITIES: Ability to make presentations and communicate effectively in the English language, orally and in writing. Ability to write and communicate accurate technical information. Ability to establish and maintain effective working relationships with diverse individuals and groups, with demonstrated skill in public relations. Ability to work effectively with groups and to work in a collaborative manner utilizing public input. Ability to conduct research and to gather, analyze and synthesize financial, performance, and demographic data. Ability to monitor performance and enforce contract compliance. Ability to work independently with minimum supervision. Ability to work effectively under pressure with a strong attention to detail and to meet deadlines. Ability to respond to new opportunities in a timely manner while maintaining a busy daily workload. Ability to analyze statistical data.
MINIMUM QUALIFICATIONS:
An equivalent combination of education and experience may be considered.
EDUCATION: Requires a Bachelor’s degree. Master’s Degree preferred best suited to this position include fields of study requiring the development of excellent writing and analytic skills.
EXPERIENCE: Requires five years’ experience in grants writing and administration. Experience writing grants using the 330 or other federal grants process is desired.
SPECIAL REQUIREMENTS: Requires immunizations or proof of immunity to certain infectious diseases and a TB test. New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. PHYSICAL/ENVIRONMENTAL DEMANDS:
The work is commonly performed in an office setting and significant use of computer technology. Requires occasional light lifting (up to 20 lbs). Requires occasional out-of-town travel to attend meetings, conferences, and workshops. The employee may risk exposure to communicable diseases.
