The Work You Will Do:

The Government Operations Consultant III, is located in the Department of Economic Opportunity, Office of Long-Term Resiliency. This position serves as a Contract/Housing Specialist position, within the Division of Community Development, Office of Long-Term Resiliency (OLTR) Rebuild Florida Housing Repair and Replacement Program. The incumbent is expected to use independent judgment in coordination with other staff in identifying and establishing program policies and procedures for Rebuild Florida.


Construction Task Assignments:

  • Review task assignment for accuracy
  • Process task assignment notification forms
  • Provide FACTS spreadsheet with forms to Finance

Construction Change Orders:

  • Review change orders for accuracy
  • Approve and send change orders to Construction Contractors
  • Complete and provide FACTS spreadsheet with forms to Finance

Contracts:

  • Assist in contract amendment development and routing
  • Assist in contract monitoring
  • Perform other duties as assigned

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING

  • Review invoices to ensure that statutory requirements and Comptroller rules and regulations are adhered to, and ensure accurate accounting information is used by Contractors submitting for reimbursement.
  • Assemble payment packages and ensure all required documentation is submitted to Finance for processing.
  • Ensure compliance with Federal regulations for projects funded by the Community Development Block Grant-Disaster Recovery (CDBG-DR) funds by referencing HUD federal requirements as set forth in the Federal Register Notice
  • Review of invoices and backup documentation to process them to the Bureau of Financial Management through SERA.
  • Responsible for the drafting and revisions of procurement adn construction contract documents
  • Conducts periodic reviews of construction contracts and coordinates legal review of contracts to facilitate program objects.
  • Coordinate with compliance team to verify that all program adn HUD mandated requirements are being adhered, such as Section 3 adn Davis Bacon Act objectives.
  • Assist with internal policies and standard operating procedures for CDBG-DR specific activities.

Qualifications:
