GENERAL JOB SUMMARY:

The FSO will administer and execute a strong security program in compliance with the National Industrial Security Program Operating Manual (NISPOM), NISPOM Supplement; Department of Defense Manual 5105.21, Vol 1-3; Communications Security (COMSEC) Manual NSA/CSS 3-16, Director of National Intelligence (DNI), Intelligence Community Directives (ICDs) and associated corporate and government policies and directives.

ESSENTIAL JOB FUNCTIONS

  • Administer a comprehensive security education training program, interface with government customers on security related issues, prepare and maintain the company Standard Practice Procedure (SPP) to include Automated Information Security (AIS) plans.
  • Use Defense Information System for Secutiy (DISS), Electronic Questionnaires for Investigations Processing (e-QIP) and other security software in the performance of assigned duties
  • Administer security related tasking for three Kratos locations: Round Rock Texas, Arlington Texas, and Oklahoma City, OK
  • The FSO must possess and maintain as a minimum, the following accounts: DISS (Account Manager/User), ISFD, SWFT, NISS, STEPP must know how to obtain and use ACAVS.
  • Responsible for ensuring compliance of the facilities industrial security program in accordance with the NISPOM including experience with using the e-FCL database.
  • Maintain the Facility Clearance (FCL) in accordance with the NISPOM must be experienced with the submission of the SF-328, Certificate Pertaining to Foreign Ownership, Control and Influence (FOCI) including consolidated SF-328s, DD Form 441 and DD Form 441-1.
  • Must ensure that KMP list is always current and that KMPs are always in scope and briefed in DISS with the appropriate level of access.
  • Must be thoroughly familiar with the business structures of the organization and their legal relationships and the procedures involved in new acquisitions and closing of existing facilities.
  • Administer a comprehensive security education training program, interface with government customers on security and contract related issues, prepare and maintain the company SPP, OPSEC plan and AIS plan.
  • Verify and validate that the Kratos security program is compliant with US Government regulations regarding protection of classified materials and information.
  • Administer and execute a strong security program in compliance with the NISPOM, NISPOM Supplement; DoDM 5105.21, Vol 1-3; COMSEC Manual NSA/CSS 3-16, Director of National Intelligence (DNI), Intelligence Community Directives (ICDs) and associated corporate and government policies and directives.
  • Serves as the DISS Account Manager, appoints and creates accounts for DISS users.
  • Ensures that IDSS is properly maintained and administered in accordance with the DISS Policy manual.
  • Monitors all DISS account users to ensure compliance with the DMDC.
  • Responsible for training and verification of completion of training for all DISS/ISFD/SWFT users.
  • Appoints and nominates personnel for ISFD, SWFT accounts.
  • Responsible for training personnel on the proper submission of Periodic reviews and initial security investigations using e-QIP and other security software in the performance of assigned duties.
  • Manages and implements physical security safeguards for the protection of personnel and property.
  • Maintains COMSEC account. Prepares assessments involving possible security violations and initiates measures to correct security deficiencies.
  • Interface with Department of Defense, Defense Security Service on issues relating to facility possessing classified information including verifying that all storage containers meet federal requirements.
  • Perform required self-inspections of security programs.
  • Coordinate with the Corporate Office on security compliance matters, interface with the Legal, HR and IT departments to ensure NISP compliance.
  • Prepares issues and maintains DD254s for subcontractors. Provides input/review of RFPs and contract awards to ensure completeness and correctness. Interfaces closely with the Contracts Division.
  • Work with other FSO’s and AFSO’s within the parent, subsidiary, and affiliates network in all matters pertaining to the maintenance of their FCL.
  • Works closely with the Information System Security team who is responsible for classified information system definition, submission for approval, maintenance and auditing Annual Defense Security Service reviews/audits as applicable
  • Process security clearance (including briefing and debriefing for new and terminated employees)
  • Maintain records and audits related to company facility clearance.

Other Job Functions

  • Must be able to attend off-site meetings with the customer or security representatives. Must be able to be part of FBI/DSS counterintelligence meetings and groups.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Ability to maintain sensitive and confidential information as required by government standards

  • Ability to adhere to workplace rules
  • Active Security clearance at the same level as the FCL
  • Must be familiar with X-09/SG 2740 Locks
  • Must possess excellent communication skills

EDUCATION AND EXPERIENCE:

  • High School or equivalent is required
  • Facility Security Officer (FSO) Certification
  • US Citizenship Required
  • 5(+) years DoD contractor Security environment

PREFERRED EXPERIENCE:

  • Bachelor’s Degree preferred
  • ISP Designation
  • SCI/SAP/COMSEC Experience is a plus

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

  • Office and/or manufacturing environment
  • Ability to sit for long periods of time
  • Ability to perform repetitive motion (keyboarding and computer work, phones, writing and reading)
  • Ability to lift up to 40 pounds
  • Employee may generate, handle, manage, or work around hazardous materials and hazardous wastes.
