Recruitment Responsibilities:
- Drive recruitment by way of the development of compelling job postings across recruitment channels (i.e., ACECNY, CMAA, AIANY, Medium, LinkedIn, other social media, etc.); coordinate internal and external recruitment networking initiatives with DCAS pipeline programs, high school, university, and industry partners to increase awareness of professions within the construction industry and DDC’s pipeline of candidates.
- Lead the development and execution of compelling recruitment advertising alongside relevant division leadership and key internal stakeholders.
- Working with the recruitment team, track recruitment initiatives to provide input and recommendations regarding opportunities to improve employee satisfaction and retention.
- Support coordination of Learning and Development for new hires and existing staff alongside the Staff Development team.
- Strengthening our onboarding program ensuring new staff members are effectively and seamlessly onboarded and immediately provided with training and resources to perform their work efficiently.
Employee Relations & Retention Responsibilities:
- As an integral part of the agency Human Resources team, plays a vital role in ensuring employee satisfaction with a goal of improving employee retention and productivity.
- Serving as the main point of contact for employee human resources related questions and concerns, will make sure employee’s questions are resolved.
- In collaboration with the Staff Development unit, facilitate and promote growth & learning opportunities for employees including professional development, upskilling and refresher training.
- Prepare staff surveys and track the performance and impacts of new and ongoing professional development programs.
- Lead the agency employment performance review process ensuring all employees receive annual performance reviews.
- Provide guidance with retirement planning related to the various types of options available to employees.
- Manage and educate agency employees on the various benefits program including the motor vehicle fringe benefits, health benefits, deferred compensation plans, commuter benefits etc.
- Direct the agency special leave process including but not limited to Family Medical Leave Act (FMLA), Paid Family Leave (PFL), Paid Parental Leave (PPL), unlimited sick leave for 9/11 responders (Executive Order 40) and other leaves of absence.
- Perform related assignments and special projects as required.
Minimum Qual Requirements
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills
Candidates should have demonstrated leadership experience and problem-solving skills to assist with the daily operation of the divisions. In addition, candidates must have experience managing staff in a variety of roles. Candidates must be able to address sensitive and complex questions and manage multiple programs and priorities. Qualified candidates must possess excellent verbal and written communication skills. Candidates must be detail-oriented and demonstrate interpersonal, tact, discretion, reliability, and organizational skills. Computer skills with an emphasis on Microsoft Word, Excel, and PowerPoint are required.
