Emergency Management Specialist
POSITION OVERVIEW:
Under direction, assists with the implementation of Emergency Management programs and operational procedures, enters/retrieves data from system to establish and maintain base, develops and presents training programs, coordinates the exchange of information between jurisdictions, conducts on-site inspections to ensure compliance; attends federal and state mandated continuing education courses. Performs other related duties as required.
QUALIFICIATIONS:
Any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. An example of an acceptable qualification for this position is:
· Completion of secondary education supplemented by coursework in emergency management and planning;
· Two (2) years of experience in emergency planning activities;
· Valid Ohio vehicle operator’s license;
· Continuing eligibility for coverage under the existing county vehicle insurance policy.
DUTIES:
· Assists with the implementation of emergency management programs, planning activities and operations;
· Provides input into the formulation of operational procedures;
· Provides enforcement of legal requirements under ORC 3750 and 5915 including the issuance of citations and assistance with cost recovery activities;
· Conducts on-site inspections of businesses and other entities to ensure compliance with laws, rules, and regulations;
· Establishes and maintains a comprehensive information base to ensure that emergency management information is available on such matters as chemical and hazardous material storage, emergency response equipment, etc;
· Enter/retrieves data into/from systems;
· Ensures ongoing accuracy of countywide resource manual;
· Coordinates resource library including indexing of reference materials (e.g. films, maps, pamphlets, supplier catalogues, etc.) for easy access;
· Serves as a liaison and resource to coordinate the exchange of information regarding emergency management operations between state and local jurisdictions;
· Attends a variety of jurisdictional meetings (e.g. township trustees, LEPC, SERC, EMA, and community groups) to disseminate information regarding emergency management programs;
· Receives written and oral inquiries concerning emergency management matters and formulates appropriate responses;
· Prepares and distributes informational releases;
· Other duties as assigned.
KNOWLEDGE, SKILLS and ABILITIES:
Knowledge of emergency management operations, disaster services planning, federal, state and local laws, rules and regulations including ORC 3750 and 5915, inspection procedures, department policies and procedures;
Ability to interpret a wide variety of instructions in written, oral, picture, or schedule form, and to establish an effective working relationship with associates and the public
Equipment/Tools Used:
· Amateur and public safety radio
· Chemical and radiological monitoring equipment
· Basic office equipment

While performing the duties of this job, the employee frequently sits at a desk working on a computer for prolonged periods of time, but may also involve walking or standing for brief periods of time. Ability to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.
Work Conditions:
Work is performed primarily in an office setting; however, the employee may be required to deploy to an emergency scene in all types of weather conditions. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
