Position Description
The Disaster Recovery & Resiliency (DRR) Director is responsible for the planning, directing, managing, and oversight of the activities and operations of the DRR Division in the Engineering Department. Tasks include are but not limited to program management, design, construction, inspection, ROW coordination, permitting, contract negotiation and communication. The DRR Division focuses on Neighborhood Subdivision Drainage Program projects ranging from the design and construction of roads, ditches, storm sewer, detention facilities, bridges, sidewalks, and bicycle paths. The Director manages and oversees the identification and implementation of financial and project metrics to track division performance and makes recommendations on areas to sustain and improve. The Director is responsible for the management program budgets and expenditures and will work closely with the DRR team and Finance Division to ensure cash flow is accurately projected. This Director reports to the Assistant County Engineer, oversees multiple teams of engineers, landscape architects, engineers-in-training, computer aided designers, project managers, inspectors, constructability technicians, and consultants working on projects across all fields. In addition, the Director leads the Engineering Department's participation in and coordination with the San Jacinto Regional Flood Planning Group (SJRFPG).
Duties and Responsibilities:

Assists in managing the development and implementation of department goals, objectives, policies, and priorities for each assigned service area; establishes, within County policy, appropriate service, and staffing levels and allocates resources accordingly.

Assists in coordinating departmental activities with other departments and outside agencies and organizations; provides staff assistance to the Assistant County Engineer, Executive Director/County Engineer, and elected officials and assists in preparing and presenting staff reports and other necessary communications.

Develops administrative and operational plans in conjunction with other department directors and managers in order to accomplish project completion as efficiently as possible.

Formulates overall Neighborhood Subdivision Drainage Program implementation strategy and budget tracking system.

Resolves design and construction related conflicts and disputes.

Prepares commissioners court agenda items (i.e., proposal acceptance, services contracts, additional fees, construction contract award, field alterations, additional construction funds, railroad and State Highway agreements).

Work with management to develop and implement on-job trainings and assist with the coaching and mentoring of team leads and junior staff.

Assist clients and staff with all phases of project delivery, as needed, from negotiation and initiation through warranty phase.

Teach, coach and mentor team leaders to ensure deliverable meet client preferences, Engineer Department standards, regulatory compliance, and permitting requirements.

Assist team leads with troubleshooting across any conflicting requirements and regulations as needed.

Assist project managers and team leads on negotiations, and risk management best practices to set and achieve scope, schedule, and budget expectations.

Manages staff augmentation teams co-located with internal staff.

Coordinate and communicate effectively with management, Harris County elected officials and representatives, external agencies, and with the public as necessary.

Prepares and submits funding needs and reports on the status of funds.

Assist with recovery efforts following local disasters.

Adapt to emergency or high priority situations as needed.

Requirements
Education:
-
Bachelor’s Degree or higher from an accredited university in the field of engineering.
Licensure:
-
Licensed Professional Engineer in the State of Texas or be able to obtain a Texas PE license within six months of employment
-
A valid Texas driver’s license is required and ability to drive a County vehicle to various job sites as necessary.
Experience:
-
A minimum of ten (10) years of professional experience in engineering management, design management, or program management.
-
Technical experience in transportation and drainage design.
-
Experience with project management software.
-
Equivalent military experience in related field if acceptable.
Knowledge, Skills, and Abilities:
-
Must have assisted with leading a multi-team professional organization.
-
Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.

Ability to read, comprehend, design, sign and seal construction documents and engineering studies.

Preferences
Certification:

Project Management Professional (PMP) certification and Certified Floodplain Manager (CFM) certification.

Experience coordinating with regional agencies (e.g., COH, TxDOT, etc.).

Employment may be contingent on passing a drug screen and meeting other standards.
