WSDOT Multimodal Planning and Data Division is currently seeking a Transportation Planning Specialist 2 to act as the Digital Imagery Supervisor for the Transportation Data, GIS, and Modeling Group (TDGMG) in Tumwater, WA. In the Travel Data, Modeling, and Analysis Office of the TDGMG, this position leads a team that collects digital imagery of the State Highway system and performs associated tasks to support state data-driven decision-making regarding the public road network. The incumbent’s primary responsibility is to direct and supervise their team as they travel throughout Washington State to collect SRview digital imagery of the State Highway network. Additionally, the position is responsible for sight distance surveys and culvert inspections using robot cameras. The data collected is essential in forming plans of action to make the public road network more efficient and streamlined.

What to Expect
Among the varied range of responsibilities held within this role, the Digital Imagery Supervisor will:


  • Coordinate, organize, schedule, and monitor SRview video logging, sight distance surveys, and culvert inspections.
  • Perform quality assurance checks on data through analysis and summarization to ensure the deliverance of high-quality products.
  • Manage planning and scheduling of routes to be filmed.
  • Supervise, lead, train, and direct lower-level technicians in all tasks.
  • Work with technical support staff to test and evaluate new equipment and technology that will enhance finished products for users and customers.
  • Review data collection requests, prepare and deliver cost estimates of requested data collection, and schedule data collection.
  • Act as remedy support for SRview.
  • Download and process video files retrieved from surveys and handle customer requests for all digital imagery surveys.

Qualifications
To be considered for this opportunity, the following are required:
  • A high school diploma or GED.
  • One year as a Transportation Planning Specialist 1 or Transportation Engineer 1, Transportation Planning Technician 3, Transportation Technician 3, or equivalent classification in city or county agencies.
  • Valid Washington State driver’s license.

Ability to:
  • Lift and carry up to 70 lbs. over difficult terrain, in and out of manholes and culverts.
  • Traverse up and down ladders, work in confined spaces, and use a respirator when required.
  • Work outside in snowy, wet, cold, or hot and humid conditions.
  • Travel extensively while fulfilling schedules that require being away from home the entire workweek during a large portion of the year.
  • Understand and consistently follow safety guidelines and policies.
  • Drive for extended time periods. Two to three hours without stopping, 10+ hours per day.
  • Work effectively with customers and staff from all DOT offices through both written and oral forms.
  • Work effectively in a team environment.
  • Extract precise information from complex documents and technical manuals.
  • Communicate with peers and managers effectively and professionally, both orally and in writing; this includes the ability to compose relevant and concise documentation regarding data collection efforts.
  • Use both standard office software (such as e-mail, timekeeping applications, etc.) and specialized software used with digital imagery data collection.

It is preferred that qualified candidates also have the following:
  • One year of experience supervising, training, and field crews in the operation of video logging, culvert inspection, and sight distance survey equipment used by the Transportation Data, GIS & Modeling Group.
  • Experience using Washington State Highway Log, survey grade GPS systems, vehicle-mounted Distance Measuring Instruments, and HD cameras and interface these in mapping the Washington State Highway System.
  • Using personal computers (laptop) and various software.
  • Experience using SRview software and hardware to input, analyze and validate data obtained from video logging.
  • Washington State Flagger certification.
  • Experience using Washington State M54-44 Traffic Control Design Guide.
  • First Aid training.
  • Confined space training.
  • WSDOT GPS certification.

Important Notes
  • This position requires the following physical demands: Performing repetitive physical movements, including driving, operating the computer, and repetitive motions while performing digital imagery collection or culvert inspections. Steep slopes and uneven surfaces, confined spaces, obstacles such as jersey barriers, ditches, guardrails, catch basins, culverts, sitting in vehicles for extended periods of time while performing digital imagery data collection or while safely navigating the state highway system. Carrying heavy pieces of equipment such as culvert inspection rover.
  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
