JOB SUMMARY

The Deputy Fire Chiefs serve as key members of the Fire Department Command Staff, assist the Fire
Chief in the overall leadership, management, administration, and operations of the Fire Department,
and serve as acting Fire Chief when needed. These positions are responsible for developing and
administering departmental programs and processes in alignment with the vision and values set forth
by the Fire Chief. They perform highly accountable and complex technical work to facilitate department
operations, including short and long-term planning, budget administration, personnel management,
emergency services delivery, community risk reduction, and community engagement activities.

ESSENTIAL JOB FUNCTIONS

Responsible for the overall supervision, administration, leadership, and coordination of the
operations and administration divisions, including standards and policies, performance
management, employee relations, customer service, prioritizing and assigning work, and all
other related activities.

Successfully leads and manages personnel with varying backgrounds and experience levels;
maintains a positive attitude and work environment; champions a team-centric culture that
encourages and embraces new ideas, develops team members, and welcomes diverse
perspectives.

May be required to plan, direct, and implement policies, operating procedures, and guidelines
for Emergency Management, Operations, Logistics/Support Services, Fire Suppression, Fire
Prevention, Emergency Medical Services, Community Engagement, etc.

Responsible for the conduct, efficiency, development, and discipline of assigned personnel,
monitoring their individual performance, activity reports, and work priorities.

Conveys clear expectations, develops personnel at all levels of the organization, and completes
staff performance evaluations.

Ensures behaviors and actions, and those of department personnel, align with the City and
departmental mission, vision, and values.

Oversees and ensures employee performance and corrective action if needed, including
implementing performance improvement plans, discipline, and other remedial measures.

Serves as a technical resource and provides guidance and coaching to other team members.

Visits fire stations to meet with personnel in order to build relationships and trust, discuss
current events, resolve issues, and address concerns.

Resolves questions, conflicts, and problems pertaining to the Department; assists with internal
investigations and responds to community inquiries and concerns.

Revises job descriptions, suggests changes to the organizational structure, employee
responsibilities, and compensation.

Oversees recruitment, hiring, employee onboarding and separations, and promotional
processes; hires, promotes, demotes, and terminates employees upon consultation with Fire
Chief and Human Resources.

Participates as a member of or leads cross-functional project teams for the Department and
City.

Assists in short-, mid-, and long-term planning; assists in identifying and developing priorities,
goals, and objectives for the Department; participates in identifying efficiencies and solving
complex public safety issues.

Assists with and directs staff meetings to ensure information is distributed to all personnel;
meets with supervisory and Department personnel to plan and formulate programs and
procedures; reviews and approves reports, plans, and records before submission to the Fire
Chief.

Prepares memoranda, reports, and metrics for the Fire Chief; researches issues; prepares
responses, correspondence, ordinances, fee schedules, and agenda items for presentation to
the City Administrator and City Council.

May be responsible for developing the Department's monthly and annual reports.

Assists the Fire Chief as a liaison to other City departments.

May be required to respond to, participate in, and serve as the Incident Commander at various
complex emergency incidents to guarantee the safety of personnel and determine appropriate
strategies and tactics to ensure life safety, incident stabilization, and property conservation.

May be required to serve as the Emergency Management Coordinator for the City, liaise with
the Atlanta-Fulton County Emergency Management Agency (AFCEMA), and/or serve as Incident
Commander during Emergency Operations Center (EOC) activations.

Responsible for planning, researching, processing, and executing special projects of diverse
scope, longer-term time frames, and significant complexity.

Performs analyses by utilizing organizational performance measures and data reporting tools
to identify trends, opportunities, or other patterns for service delivery.

Attends council meetings, committee meetings, and other job-related meetings with architects,
business owners, contractors, council members, developers, engineers, other City
departments, and the general public to maintain positive public/business relations.

May be on an on-call rotation and responsible for monitoring department activity after hours,
providing guidance to shift personnel, responding to incidents in a support or command role,
speaking to the media, serving as public information officer, and notifying the rest of the
command staff of relevant incidents or issues.

Supervises the Fire Marshal's Office and reviews building/site plans to ensure compliance with
applicable codes and fire protection engineering principles and concepts.

Ensures the regular inspection of all existing and new commercial and multi-family occupancies
and associated fire protection equipment and systems for compliance with applicable fire and
life safety codes and standards.

May serve as the Budget Officer and liaison to Finance, Budget Office, and Purchasing.

May be responsible for coordinating the development of the Department's annual budget;
reviews departmental purchases and financial transactions; monitors all fund account balances
and ensures that expenditures comply with City, state, and federal guidelines; prepares detailed
reports to include expenditure analyses and revenue projections and makes recommendations
to the Fire Chief.

May serve as the project manager and provide oversite for project teams relating to the
planning, design, and construction of capital projects such as fire stations and fire apparatus.

Oversees internal Support Services/Logistics to include vehicle and fire station maintenance,
construction projects, uniforms, radios, technology, firefighting equipment, personal protective
equipment, etc., and associated records and replacement schedules.

Manages contractual services, approves expenditure and appropriation transfers and ensures
appropriate purchasing procedures are followed, including sole-source procurement, direct
negotiation, emergency procurement, invitations to bid, requests for informal quotes, requests
for proposals (RFP), requests for qualifications (RFQ), and the proper surplus and disposal of
department assets.

Prepares and submits grant proposals and monitors department grant accounts; coordinates
with federal and state agencies to ensure that specific requirements are met.


DEPUTY CHIEF OF OPERATIONS

Supervises Professional Standards and Operations personnel, including the on-shift Battalion
Chiefs.

Maintains a comprehensive training program to encompass all phases and areas of firefighting,
Emergency Medical Services (EMS), and special operations that meets Insurance Services Office
(ISO) and National Fire Protection Association (NFPA) standards.

Responsible for hiring and promotional processes.

Manages the health and safety of department members as it relates to annual and pre-hire
physicals, Family Medical Leave Act (FMLA), worker's compensation, return to work, extended
leave, and drug testing.

Ensures the Department complies with state and local EMS and fire certification requirements.

Oversees the day-to-day operations of the suppression division, including the safe, efficient,
and effective delivery of emergency services and special events.

Oversees specialty teams to include budget, contracts/agreements, and performance.

Responsible for the management of daily staffing and staffing software.

Ensures payroll accuracy and that daily staffing records adhere to department policies.

Serves as a member of the North Fulton Fire Chiefs' Operations Sub-group.

Collaborates with the 911 Communications Center and surrounding departments to ensure
effective service delivery.

EMERGENCY RESPONSE STATUS: As a condition of employment, this position will be required to work
as directed during an undeclared and/or a declared emergency. The employee is subject to recall
around the clock for emergency response operations, which may require irregular work hours, work at
locations other than the usual work location, and may include duties other than those specified in the
official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's Degree in Fire Services, Emergency Services, Emergency Medical Services, Fire or
Public Administration, or another related field.

Must be a Certified Firefighter in the State of Georgia or possess an NPQ I or II Certification.
(Must obtain State of Georgia Firefighter Certification within six months of hire).

State of Georgia or National Registry EMT or Paramedic Certification required. (Must obtain
State of Georgia EMT or Paramedic Certification within six months of hire).

A minimum of ten years of progressively more responsible experience and five years'
experience as a fire officer at Roswell Fire Department or a municipal/county fire department
of comparable size and complexity.

Blue Card Incident Command Certification within twelve months of employment.

Incident Command System (ICS) 100, 200, 300, 400, 700, and 800 within six months of hire.

Job performance requirements for Fire Officer IV as outlined in the current National Fire
Protection Association (NFPA) 1021 Standard for Fire Officer Professional Qualifications.

Preferred Qualifications:

Master's Degree in Fire Services, Emergency Services, Emergency Medical Services, Fire or
Public Administration, or another related field

Executive Fire Officer Designation (EFO)

Certified Fire Officer Designation (CFO)

Project Management experience

Advanced Emergency Management certifications to serve in the Emergency Operations Center
(EOC)

Fire and EMS-related budget experience to include development and oversight

Public Speaking experience to include Council Presentations

Three years of progressively more responsible experience as a chief officer at Roswell Fire
Department or a municipal/county fire department of comparable size and complexity.


Other/Special Requirements:

Requires a comprehensive background investigation to include a local, state, and federal
criminal history check, financial background, and sex offender registry check.

Requires satisfactory results from a high-risk medical evaluation and pre-employment
substance abuse testing and is subject to random controlled substance testing.

Successfully meet the minimum medical fitness requirements of the NFPA 1582, Standard on
Comprehensive Occupational Medical Program for Fire Departments.

Possession of or ability to readily obtain a valid driver's license with the appropriate
classification/endorsement to support the operation of fire apparatus within three months of
being hired, with a satisfactory Motor Vehicle Reports (MVR).



Knowledge Skills and Abilities:

Knowledge of the functions and requirements to plan and administer the Fire Department,
including an understanding of the Insurance Services Office (ISO) Fire Suppression Rating
Schedule (FSRS), National Fire Protection Association (NFPA) standards, Occupational Safety
and Health Administration (OSHA) regulations, the International Fire Code (IFC), and applicable
state and federal labor laws.

PHYSICAL DEMANDS

The work is light work which requires the ability to exert very moderate effort in light work, typically
involving some combination of stooping, kneeling, crouching, and crawling, and which may involve
some lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20
pounds). Tasks may involve extended periods at a keyboard or workstation. Tasks also require the
ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual
cues or signals. Some tasks require the ability to communicate orally.

WORK ENVIRONMENT

Work is regularly performed without exposure to adverse environmental conditions. Performance of
fire suppression functions may require exposure to adverse environmental conditions, such as dirt,
dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes,
hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric
currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites,
explosives, firearms, water hazards, violence, disease, pathogenic substances, or rude/irate customers.
