Essential Job Functions:

Effectively and safely leads team of employees in carrying out the day-to-day operations of roadway and asphalt maintenance, repair, and improvement. Works adjacent to and in the same capacity as those supervised.

Supports the Streets/Drainage Superintendents by planning, ordering, scheduling, implementing, and tracking resources utilized to maintain, repair, and improve the City’s asphalt infrastructure. Provides input to developing policies and procedures to ensure maximum efficiency and safety.

Leads crews of multi-talented employees to achieve the division’s goals, including but not limited to executing a revolving repair and improvement worklist, performing scheduled routine maintenance of equipment, initiating ordering materials, reviewing project plans, tracking project progress from conceptualization through finalization, customer coordination, and providing project updates, all while ensuring a safe working environment.

Must be available to perform essential job functions outside of regular work hours for various reasons, including on-call or in emergency situations where you are deemed essential personnel. Regular work hours include Monday through Friday, 7 a.m. to 3:30 p.m. This is not intended to be an all-inclusive listing of essential job functions; other essential functions may be required.

Knowledge, Skills & Abilities:

  • Knowledge and experience with the operations of construction-related equipment (backhoe, mini-track hoe, dump truck, hot mix asphalt truck, asphalt roller, etc.), basic computer literacy (ability to compose an e-mail, provide updates in simple report form, interact with asset management software, etc.), effective written and oral communication with internal and external customers, construction management and supervision (safety awareness, assessing infrastructure condition, reading plans, project coordination, ordering materials, basic survey, utility locates, etc.), construction operations (installing speed humps, repairing patches and potholes).
  • Assist management team with the Annual Pavement Management Program.
  • Must be prepared to learn and adapt as new tools, processes, and practices become available.
  • Must be able to aid in developing personnel through coaching and training (will work with the Superintendents to establish development plans for each employee).
  • As part of an emergency response unit, must be able to handle a rapid change of direction associated with environmental conditions.

Minimum Education & Experience:

  • Graduation from an accredited high school or possession of an acceptable equivalency diploma.
  • Two years of experience in a field requiring similar knowledge, abilities, and skills.

Special Requirements:

  • Possession of a valid Florida Class B driver’s license with air brake and tanker endorsement and a good driving record as determined by the City of Winter Haven.
  • Absence of non-prescribed controlled substances in the applicant’s system as verified through a screening process administered by a laboratory approved by the City of Winter Haven.

Physical / Environmental Factors:

  • Must have the physical ability, strength, and flexibility to perform the essential job functions in the work environment.
  • Requires light to medium physical work that involves walking, standing, driving, climbing, and exerting between 50-90 pounds of force on a periodic basis.
  • Considerable skill, adeptness, and speed in the use of the fingers, hands, or limbs in tasks involving close tolerances.
  • Must be able to perform manual labor in adverse conditions including confined spaces.
