Role: Contract Specialist

Description: Hedgelan Consulting seeks a qualified and highly motivated professional to provide Contracting services. These services will allow support beyond the capacity of the current acquisition staff and allow for improved timeliness and quality of services delivered to the USGS science center customers. The Contractor shall perform the full range of required acquisition services necessary to support the US Geological Survey, US Department of Interior’s Science Centers for the Denver Branch, National Branch and Reston Branch.
Minimum Educational/Experience Requirements:
· Minimum five (5) years of related experience in government contracts to include performing recurring or developmental assignments involving the use of formal advertising or basic negotiation procedures; analyzing contract provisions and recommending termination or modification of purchase orders and/or contracts; investigating complaints by reconstructing and reconciling incomplete information.
· Must have bachelor’s degree in business or a related field, such as accounting, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
· Ability to pass Federal background check process.
Tasks:
- Conduct acquisitions using the procedures of FAR Parts 8, 12 and 13.
- Provide pre-award functions and post award functions. All inherent governmental functions pursuant to FAR 7.5 are reserved for the Government Contracting Officer. Types of acquisitions include design and construction services or supplies, or other services, using a variety of acquisition methods and contract vehicles.
- Perform acquisition planning tasks including but not limited to reviewing/analyzing procurement requests, researching market conditions, determining method of procurement and contract type, developing acquisition plans, drafting source selection plans or technical evaluation criteria and plans, and preparing necessary justifications and documentation.
- The contractor shall (1) develop and prepare solicitations, modifications, and other contracting documents, incorporating appropriate language, specifications and clauses based on various factors (market conditions, customer requirements, quantities required, etc.); (2) draft negotiation plans and objectives; (3) facilitate evaluation of technical submissions, bids or offers for responsiveness to the solicitation and responsibility; (4) facilitate establishment of a technical evaluation committee or source selection evaluation board to determine acceptability of technical proposals; (5) draft evaluations of proposals against selection criteria; (6) perform cost and/or price analysis for final determination by the Contracting Officer whether costs are reasonable, allocable and allowable; (7) facilitate meetings such as pre-proposal and post award meetings; and (8) respond to inquiries from customers and contractors concerning contract issues and concerns; keeps customers/contractors apprised of procurement status; coordinates with other offices or stakeholders to resolve procurement-related problems.
- Shall have extensive knowledge and ability to accurately interpret the Federal Acquisition Regulations, Federal acquisition policy, and directives and apply the regulations and directives to all contracting activities. Policy and directives shall also include the Office of Federal Procurement Policy letters; Department of the Interior Acquisition Regulations and policy; and USGS contracting procedures and operations. And have extensive knowledge of Federal government contract types to include, but not limited to firm fixed price, time and materials, labor hour, and Indefinite delivery/Indefinite quantity contract.
- Knowledgeable of acquisition procedures involving best value, tradeoff, lowest price technically acceptable (LPTA), General Schedule (GSA) and NASA SEWP selection process. Knowledge of Blanket Purchase Agreements, General Services Schedules and Small business programs.
- Demonstrated ability to communicate effectively, both orally and in writing. Experience in the Procurement Information System for Management (PRISM) contract writing management system and software applications which include, but not limited to; Microsoft Word, Excel, SharePoint, and Adobe Acrobat.
- Perform simplified contract and mid-level award actions, contract administration, consisting of modifications such as period performance extensions, exercising options, funding obligations, funding de-obligation, contract closeouts; in addition to all associated required documents to support the action. These activities will vary from each branch as well as the quantity and complexity. These activities are expected to be performed withing established Procurement Lead Times (PALT) as established in Acquisition Toolkit (ART) or well documented for delay.
•Ensure the assigned tasks are completed within established PALT timeframes.
- Ensure all required tasks are executed in accordance with all applicable regulations and guidelines, including but not limited to, provisions of the Small Business Act, Executive Orders, Public Law, internal control procedures and USGS Office of Acquisition and Grants Acquisition Operating Procedures.
Quality Surveillance/Control Requirements
- All work performed under contract shall be of the quality consistent with best industry practices to assure timely provision of services, optimum customer satisfaction and adequate protection of Government assets.
- The contractor shall develop and maintain an effective and active Quality Surveillance/Control Plan (QCP) for performance under this task order. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

- A quality control inspection for each individual Task Order project must be conducted weekly after the progress meeting with the COR and the Project Manager. A report must be provided by the Project Manager/contractor to the Project Manager/contractor to the COR and CO of all issues of concern and a date when all issues of concern will be resolved.
•Government Furnished Equipment must be used to access internal systems and will be furnished for off-site performance.

- Contractor Personnel Security and Suitability Requirements
- Performance of this Task Order requires contractor personnel to have a federal government-issued personal identification card before being allowed unsupervised access to a DOI facility and/or information system.
- Contractor employees are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.
- Alternatively, if an individual has already been credentialed by another agency through OPM and the credential has not yet expired, further investigation may not be necessary. Provide the COR with documentation that supports the individual’s status.

Pay: $77,000.00 - $81,000.00 per year
