What you will do at Precinct One
We seek an outstanding Law & Compliance Officer (LCO) team member who will have primary responsibilities for overseeing and addressing Precinct One legal issues and matters involving records management, retention, and production.
The LCO has several roles – Public Information Officer, Records Management Officer, Compliance Facilitator, and County Attorney Liaison. Those roles and the responsibilities attendant to them are:
As Public Information Officer, the LCO:

Monitors and ensures appropriate and timely responses to Public Information Requests.

Coordinates Precinct responses to such requests with the County Attorney’s Office (the “CAO”); and
-
Has lead responsibility for collecting all relevant information from the appropriate Precinct staff in response to such requests and organizing the collected data in a form suitable for transmittal to requestors.
As Records Management Officer, the LCO:

Serves as custodian of all records for Precinct One, whether retention is mandatory or within the discretion of management.

Ensures development and maintenance of a database for Precinct One staff (the “Documents Library”) that contains all agreements the Precinct has entered or is affected by; and
-
Also ensure that the Documents Library includes other important documents as designated by Precinct staff and management.
As Compliance Facilitator, the LCO:

Develops and maintain a current database of all relevant federal, state, local, and County laws and regulations with which the Precinct must comply.

Ensures that all Precinct divisions are aware and observant of those federal, state, local, and County laws and regulations affecting their work.

Works with division directors to conduct periodic compliances reviews; and
-
Provides researched information and advice to management on actions needed to ensure Precinct compliance with all pertinent federal, state, local, and County laws, rules, and regulations.
As the Precinct’s liaison to the CAO, the LCO:

Coordinates communication and collaboration among the CAO and Precinct One divisions as needed on contract drafting, legal counsel, and document review.

Ensures establishment of and adherence to a process for Precinct divisions to request legal work or advice and counsel on law-related matters from the CAO.

Works with the CAO to ensure a timely response to each such request.

Tracks all such requests and timely inform the relevant divisions current regarding progress in addressing those requests; and

Has principal responsibility for ensuring that all final documents relevant to requests are part of the Document Library.

Requirements
Required Competencies
The following competencies will be required of the LCO:
Technical:

A J.D. degree and at least three years of experience in the practice of law or performing law-related work.
Job-Specific:

Demonstrated organizational skills; ability to manage and execute multiple priorities; skill at mastering significant amount of detailed information; history of adhering to challenging work deadlines; ability to prioritize among conflicting demands; consistent in timely informing management regarding all relevant law-related matters regarding the Precinct.
Interpersonal:

Demonstrated ability to communicate efficiently and effectively across an organization; willingness to deal with sometimes challenging personalities; patience in addressing complex situations and working through solutions, often under constraining timelines.
Knowledge, Skills, and Abilities:

Knowledge of local, state, and federal government operations including legislation, budget, and policy development

Ability to effectively deliver and communicate information in various settings to a diverse audience

Skilled at working collaboratively and committed to serving the public.

About Precinct One
There are four precincts in Harris County, the most populous county in Texas and the third most populous county in the United States. There are four elected commissioners and an elected county judge who serve as members of the Harris County Commissioners Court, the administrative head of the county’s government. With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban local government unit that covers 363 square miles; if it were an independent city, it would be among the nation’s fifteen largest. The Precinct’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian, and 1 percent other.
Precinct One includes 876 miles of road, stretches south to Brazoria County, and also reaches into eastern and northern sections of Harris County. The Precinct includes a large swath of downtown Houston, including the Harris County Downtown Court Complex, Toyota Center, Minute Maid Park, and BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park complex and the Texas Medical Center, a world-renowned collection of 61 institutions devoted to medical research, training, and care. The Precinct is also the higher education home to Houston Community College, Rice University, Texas Southern University, the University of Houston’s leading and downtown campuses, and the University of St. Thomas.
Precinct One is responsible for managing more than numerous parks, community centers, hike-and-bike trails, maintenance centers, and area offices, all dedicated to delivering Harris County residents' services, programs, and infrastructure.
Position Type and Typical Hours of Work:

This is a full-time position.

Hours are typically Monday through Friday, 8:00 a.m. to 5:00 p.m.

Hours may vary based on the business needs of the departments and some weekend or evening work may be required.
Work Environment:

This job operates in a workstation in a professional office environment as well as community centers, meeting halls, other public offices, etc.

This role uses standard office equipment such as computers, phones, printers, and copiers.
Physical Demands:

This role is a standard office role that requires remaining stationary for long periods.
