Job Duties

The Department of Environmental Quality’s Office of Watershed and Local Government Assistance Programs seeks a qualified applicant to serve as Team Leader of the Central Office Watersheds Implementation and Grants Program who will be responsible for technical and administrative oversight of Non-Point Source (NPS) implementation plan (IP) development, as well as NPS project, program and grant management. This position plans, administers, organizes, and manages a portion of the Watershed Programs unit to include the following: (1) Water Quality Implementation Planning, (2) Nonpoint Source Program, and (3) the associated water quality grant programs. This position will identify problems and needs, supervise NPS staff, set work tasks and schedules, address budget and grant issues, allocate staff and other resources, and provide guidance and direction to Central and Regional Office staffs supporting the programs. The position will also elevate appropriate issues to management, clearly and concisely communicate issues and general status updates, and identify Watersheds process or program improvements.

Minimum Qualifications

  • Knowledge of Watersheds programs and particularly implementation planning, implementation practices, and watershed restoration plans
  • Proven abilities in operational planning and workflow evaluation
  • Knowledge and/or experience in federal and state grant management and financial management including budgets, reconciliations, grant reporting, grant requirements, and data tracking
  • Knowledge and/or experience in personnel management; program development/evaluation and business process improvement; data management; and public engagement
  • Knowledge of environmental science, environmental engineering or related disciplines including the Clean Water Act and State Water Control Law, particularly water quality requirements and elements and associated regulatory processes

Preferred Qualifications:

  • College degree with major course work in natural or physical sciences, environmental engineering, or related field. A combination of education, training, or experience which would indicate the above knowledge and skills may be substituted for a degree.
